This is a fully remote position, open to applicants in Virginia.
• Plan, develop, implement, and oversee Quality for assigned programs throughout their life cycle.
• Ensure that contractors fulfill product quality obligations in line with contract specifications.
• Confirm that systems deployed to Soldiers are of high quality and satisfy user needs.
• Create quality contributions for program management documents, acquisition strategies, source selection evaluation plans, supportability strategies, system engineering plans, statements of work, and specifications.
• Verify that appropriate contract clauses are incorporated into PEO contracts.
• Collaborate with product managers, users, ATEC, and various Government agencies.
• Review and assess system performance, evaluate risks, and provide recommendations.
• Ensure adherence to contractual scope, timelines, specifications, and other requirements.
• Develop or assess sampling plans utilizing MIL-STD-1916, ANSI Z1.4, or other industry standards.
• Take part in post-award activities, program reviews, design reviews, and conferences in the capacity of quality engineer.
• Evaluate design efforts concerning environmental and performance factors.
• Review test plans, procedures, and reports.
• Monitor testing, communicate results to the PM, and ensure corrective actions are taken for identified failures.
• Assess engineering change proposals, waivers, and deviations for their quality implications.
• Conduct physical and functional configuration audits.
• Prepare contract letters for the signature of the Quality Lead and COR.
• Audit contractor quality management systems and assembly and test processes for compliance with ISO 9001, specifications, and contracts.
• Analyze contractor quality data, metrics, and process controls.
• Collaborate with contractors to enhance quality systems, processes, and process controls.
• Provide Product Assurance Suitability Statements for material release.
• Ensure that product quality deficiency reports are thoroughly addressed.
• Work with DCMA and oversee support on PM programs.
• Establish quality assurance letters of instruction and/or memoranda of agreement when necessary.
• Review DCMA surveillance plans for sufficiency.
• BS in Engineering or Equivalent with over 20 years of relevant experience, or MS in Engineering Equivalent with over 15 years of relevant experience.
• In-depth knowledge of and experience as Lead Auditor for ISO 9001:2015 Quality System Requirements.
• Subject matter expert in Quality, capable of leading Quality initiatives on assigned programs with minimal oversight from the Government lead.
• Active Secret Security clearance.
• Up to 50% travel required.
• Desired: MS in Engineering or Equivalent with over 25 years of relevant experience.
• Desired: PhD in Engineering or Equivalent with over 15 years of relevant experience.
• Comprehensive experience and expertise, recognized within the Quality community.
• Experience acting as a consultant to team members and mentoring the workforce on Quality issues.
• Experience in evaluating methodologies and developing innovative Quality strategies.
• Experience in creating metrics for assessing contract Quality.
• Experience serving as Lead Auditor.
• Experience developing training materials and training audit personnel.
