This is a fully remote position, open to applicants in California.
• Create and execute a thorough quality control plan for maintenance and repair initiatives within the USACE RMMR program.
• Establish quality standards and set inspection and testing protocols.
• Ensure adherence to relevant regulations, specifications, and performance work statements.
• Lead and supervise project teams, contractors, and maintenance staff on quality requirements.
• Carry out preparatory, initial, and follow-up inspections, including reviewing maintenance plans and conducting visual inspections.
• Manage testing procedures to evaluate materials, workmanship, and repair processes.
• Identify and document instances of non-conforming work or materials.
• Collaborate with project stakeholders to develop corrective actions and monitor their implementation.
• Validate the effectiveness of corrective actions and swiftly address quality issues.
• Maintain thorough documentation including inspection reports, daily quality reports, test results, non-conformance reports, and corrective-action records.
• Prepare detailed reports for project stakeholders, regulatory bodies, and senior management.
• Analyze quality control data to identify trends and implement corrective and preventive actions.
• Assess quality control processes and recommend improvements.
• Work closely with project teams, contractors, and regulatory agencies to promote quality and compliance.
• Educate and guide maintenance and repair personnel on quality control procedures and standards.
• Monitor relevant codes, regulations, and industry standards.
• Ensure that repair and maintenance activities comply with environmental, safety, and health regulations.
• Mentor junior staff if supervisory duties are assigned.
• Travel up to 50% to various domestic locations for meetings or on-site events.
• Provide support for quality control concerning recurring maintenance and minor repairs of Department of Defense fuel facilities.
• A graduate engineer or a graduate in construction management with at least 5 years of experience in the operation and maintenance of fueling facilities, or 10 years of experience in the same field.
• In-depth knowledge of construction, maintenance, and repair techniques, materials, and quality control standards.
• Familiarity with relevant construction quality control codes, regulations, and industry standards.
• Current training in USACE EM 385-1-1 or a demonstrated thorough understanding of it.
• Valid Construction Quality Management for Contractors (CQM-C) certification issued by USACE/NAVFAC is required, or must be obtained prior to the start date.
• Desirable certifications include Certified Construction Quality Manager (CCQM), Certified Quality Auditor (CQA), or similar qualifications.
• Proficient in MS Office and MS Project, as well as other relevant software.
• Required knowledge and capability to work within USACE RMS.
• Fluency in reading, writing, and speaking English is essential.
• Capacity to read, analyze, and interpret scientific and technical journals, financial reports, contracts, and legal documents.
• Ability to address inquiries or complaints from customers, regulatory agencies, or members of the business community.
• Competence in presenting information to top management, public audiences, and/or boards of directors.
• Successful completion of a pre-employment federal background check, MVR, and drug screening.
• Compliance with the company’s drug and alcohol policy is mandatory.
• Must be authorized to work in the US or have authorization by the start date.
• Ability to use a computer at a desk; communicate verbally and audibly; extend hands and arms; lift up to 10 pounds; stand, sit, and walk.
• Capability to ascend and descend ladders, scaffolds, and stairs.
• Aptitude for responding quickly to sounds and hazardous situations.
• Ability to wear personal protective equipment for the majority of the day.
• Good close and color vision, along with depth and peripheral vision, and the ability to adjust focus.
• Reliable transportation, a valid driver’s license, and proof of insurance are required.
• Ability to obtain security badges and basic security clearances for federal or secure facilities.
• Annual salary range of $75,000–$85,000.
