This is a fully remote position, open to applicants in United States.
• Oversee capture strategies, opportunity development, solution design, and initiatives for business growth in the federal public safety sector.
• Act as the primary advisor to sales teams, executives, solution architects, product teams, and strategic partners.
• Identify, shape, qualify, and pursue strategic growth opportunities from initial customer engagement to contract award.
• Formulate capture strategies, pursuit plans, win themes, and competitive positioning.
• Influence the direction of opportunities prior to solicitation release through customer engagement and market intelligence activities.
• Direct capture activities throughout the entire opportunity lifecycle.
• Provide bid/no-bid recommendations and coordinate capture reviews, risk assessments, and executive decision-support activities.
• Maintain accountability for opportunity readiness and execution of pursuits.
• Lead responses to Requests for Information, Requests for Quotation, Requests for Proposal, Sources Sought notices, and white-paper requests.
• Drive proposal compliance, requirements traceability, solution narratives, pricing strategies, and competitive differentiators.
• Ensure proposals are aligned with customer mission objectives and acquisition requirements.
• Maintain expertise in federal procurement processes, contract vehicles, acquisition strategies, and government funding programs.
• Analyze competitors, market trends, acquisition forecasts, and industry developments.
• Advise executive leadership on strategic opportunities, investment decisions, pursuit risks, and growth initiatives.
• Create executive-level briefings, business cases, and growth recommendations.
• Represent the company in executive-level customer engagements.
• Utilize AI-enabled analytics and market intelligence capabilities to enhance opportunity assessment, customer engagement, and proposal development.
• Develop repeatable methodologies, tools, processes, and reusable capture, proposal, and solution assets.
• Collaborate with Sales, Product Management, Solution Architecture, Engineering, Alliances, Marketing, Operations, and executive leadership.
• Build and maintain opportunity pipelines that align with growth objectives.
• Facilitate customer workshops, demonstrations, technical exchanges, and executive presentations.
• Mentor sales teams, capture managers, solution architects, and pursuit personnel.
• Assist in strategic partner identification and ecosystem development.
• Conduct post-award and post-loss assessments.
• Perform additional duties as assigned.
• Bachelor’s degree or equivalent professional experience.
• A minimum of 10 years of experience in government business development, capture management, federal public safety, or technology consulting.
• Proven experience leading large, complex pursuits in federal, state, local, or public safety sectors.
• Strategic experience working with or supporting federal public safety, law enforcement, intelligence, or related government customers.
• Ability to comprehend customer missions and convert their needs into business and solution strategies.
• Demonstrated experience with government acquisition processes, contract vehicles, and procurement regulations.
• Experience in developing and executing winning strategies for competitive opportunities.
• Strong understanding of federal public safety, law enforcement, intelligence, identity, fraud, investigative, and information-sharing environments.
• Exceptional written, verbal, presentation, and executive communication skills.
• Demonstrated ability to lead cross-functional teams without direct supervisory authority.
• Strong analytical, strategic planning, and problem-solving skills.
• Experience in using AI-assisted business development, capture, proposal, or market intelligence tools.
• Must successfully pass the standard company background check and enhanced criminal background check.
• Required to be certified by state and local law enforcement to access criminal justice information and maintain CJIS compliance.
• Preferred: Shipley Capture or Proposal Certification.
• Preferred: Experience in identity intelligence, data analytics, investigative systems, or public safety technologies.
• Preferred: Active or previous Top Secret security clearance.
• Preferred: 15 or more years of leadership experience supporting government customers.
• Preferred: Proximity to a federal public safety customer hub, such as Washington, D.C., or Huntsville, Alabama.
