This is a fully remote position, open to applicants in United States.
β’ Identify, research, assess, and prioritize federal opportunities that align with the capabilities and growth strategy of Phoenix Data Corporation.
β’ Develop and implement capture strategies for key federal opportunities.
β’ Conduct research on customers, missions, procurement processes, and competitive landscapes.
β’ Cultivate customer intelligence and gain insights into agency priorities, challenges, and procurement methods.
β’ Spot opportunities where Phoenix can gain a significant competitive edge.
β’ Formulate capture plans, win strategies, competitive assessments, and key themes for success.
β’ Lead evaluations on bid/no-bid and go/no-go decisions.
β’ Build and sustain relationships with federal clients and industry partners.
β’ Identify potential prime contractors, subcontractors, and collaborative partners.
β’ Develop and oversee teaming strategies.
β’ Monitor competitors to identify their strengths, weaknesses, and potential threats.
β’ Track procurement forecasts, agency expenditures, contract vehicles, and upcoming opportunities.
β’ Engage in industry days, conferences, customer meetings, and various federal business development initiatives.
β’ Assist in shaping opportunities and influencing procurement strategies when appropriate and permissible.
β’ Collaborate closely with executive leadership to define pursuit priorities.
β’ Transition qualified opportunities and capture strategies to the Proposal Manager.
β’ Provide support to the Proposal Manager with customer intelligence, winning themes, competitive insights, and capture strategies.
β’ Conduct reviews post-award and post-loss to extract lessons learned.
β’ Establish a pipeline of qualified federal opportunities and actionable capture strategies.
β’ Enhance Phoenix's relationships with federal customers and the industry while building strong teaming partnerships.
β’ Strengthen competitive positioning prior to solicitation releases.
β’ Contribute to the increase of federal contract wins and revenue.
β’ A minimum of 7 years of experience in federal capture management, business development, government contracting, or a related discipline.
β’ Proven experience leading federal capture initiatives from opportunity identification to award.
β’ A demonstrated record of success in securing competitive federal contracts.
β’ Strong knowledge of the federal acquisition process.
β’ Experience in developing capture plans, winning strategies, competitive assessments, and teaming strategies.
β’ Proven ability to cultivate relationships within the federal contracting landscape.
β’ Excellent skills in customer engagement and competitive positioning.
β’ Outstanding communication, presentation, negotiation, and relationship-building abilities.
β’ Capacity to work effectively alongside executive leadership.
β’ Experience in federal IT, professional services, data, cybersecurity, or technology contracts.
β’ Familiarity with IDIQ, GWAC, BPA, and task order contracting.
β’ Existing connections with federal agencies and/or major federal prime contractors.
β’ Experience collaborating with both prime contractors and subcontractors.
β’ Knowledge of FAR/DFARS regulations.
β’ Familiarity with business development tools such as SAM.gov, GovWin, Bloomberg Government, Deltek, or similar platforms.
β’ Experience with APMP, Shipley, or other capture/proposal methodologies.
β’ Bachelor's degree in Business, Marketing, Communications, Government Contracting, or a related field.
β’ Travel is required for customer meetings, industry events, conferences, teaming meetings, and other business development activities.
