Proposal Director

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the strategy, planning, and execution of proposal development for RFPs, RFQs, RFIs, Sources Sought Notices, and various federal solicitations.

• Assist in the collection of GWAC, AWAC, and ID/IQ contract vehicles.

• Establish and maintain proposal schedules, milestones, and deliverables.

• Ensure adherence to solicitation requirements, evaluation criteria, as well as FAR and DFARS regulations.

• Collaborate with business development, capture managers, SMEs, pricing teams, and technical personnel.

• Formulate win themes, value propositions, and competitive differentiators.

• Create and enhance executive summaries, management approaches, technical solutions, and past performance sections.

• Organize and supervise Pink, Red, and Gold color team reviews.

• Oversee proposal templates, content libraries, and proposal tools.

• Track federal procurement trends, acquisition strategies, and best practices.

• Assist with strategic analysis, training, opportunity identification and qualification, cost analysis, teaming, Joint Venture strategies, and internal guidance and resources.

• Incorporate strategy, capture, marketing, and teaming strategies into the bidding and pipeline process.

⛳️ Requirements

• A bachelor’s degree in Business, Communications, or a related technical field pertinent to Lynker’s core competencies.

• A master’s degree is preferred.

• Over 10 years of experience in federal proposal development and management, ideally within a government contracting setting.

• Extensive knowledge of the federal procurement process, including FAR and DFARS regulations.

• Proven experience leading proposal teams and managing large, complex proposals with general adherence to the Shipley framework.

• Outstanding writing, editing, and communication skills with the ability to customize content for various audiences.

• Proficient in SharePoint, MS Office Suite, Adobe Acrobat, and proposal automation software.

• Capable of managing multiple proposals concurrently in a high-paced environment with strict deadlines.

• Strong leadership, organizational, and analytical capabilities.

• Some travel may be necessary.
