This is a fully remote position, open to applicants in United States.
• Oversee the proposal development process from the release of solicitations to the final submission.
• Assess and analyze RFPs, RFQs, RFIs, task orders, and various federal solicitations.
• Create proposal timelines, outlines, compliance matrices, and allocate content assignments.
• Collaborate with subject matter experts and internal stakeholders to gather necessary proposal content.
• Engage directly with SMEs to craft, enhance, and fortify written responses.
• Write, edit, and structure sections on technical aspects, management, staffing, transition, quality, and past performance.
• Guarantee that proposals meet solicitation requirements and evaluation criteria.
• Organize proposal kickoff meetings, content evaluations, and final proposal assessments.
• Identify and address gaps, inconsistencies, weaknesses, and compliance issues.
• Develop and uphold proposal templates, content libraries, past performance data, resumes, corporate information, and reusable proposal materials.
• Oversee proposal timelines and deadlines.
• Manage proposal production, formatting, quality assurance, and final submission.
• Work in tandem with leadership, contracts, finance, operations, HR, and technical teams.
• Assist in oral presentations, interviews, demonstrations, and other activities following submission.
• Keep organized records of proposal submissions and lessons learned.
• Create a standardized proposal development process and enhance proposal quality, consistency, reviews, quality control, and federal proposal success rate.
• Minimum of 3 years of experience in proposal management, federal contracting, government proposals, technical writing, or a related area.
• Proven track record in developing or managing federal government proposals.
• Excellent writing, editing, proofreading, and communication abilities.
• Capability to interpret complex solicitation requirements.
• Experience collaborating with technical and subject matter experts.
• Strong project management and organizational skills.
• Ability to juggle multiple deadlines and competing priorities.
• High attention to detail and commitment to precision and compliance.
• Preferred experience in federal IT, professional services, data, cybersecurity, or technology proposals.
• Familiarity with FAR/DFARS and federal procurement processes is preferred.
• Experience with IDIQ, GWAC, BPA, task order, and other federal contract mechanisms is preferred.
• Preferred experience in developing compliance matrices and managing proposal assessments.
• Familiarity with Shipley or APMP methodology is preferred.
• A Bachelor's degree in Communications, English, Business, Marketing, Government Contracting, or a related field is preferred.
• Experience crafting proposals for federal government agencies or highly regulated sectors.
• Experience addressing solicitations with complex compliance, security, privacy, contractual, or regulatory requirements.
• Strong preference for familiarity with federal contracting requirements and regulated environments.
• Option for remote work within the United States.
• Some travel may be necessary for proposal meetings, customer engagements, industry events, or other business activities.
