Proposal Manager

This is a fully remote position, open to applicants in Alabama, +16 more states.

📋 Description

• Lead and oversee the entire lifecycle of proposals for both public and private sector opportunities.

• Manage the creation of compliant, persuasive, and competitive responses to RFPs, RFQs, RFIs, and other procurement opportunities.

• Coordinate the development of customer-facing proposal content, including executive summaries, management plans, technical narratives, presentations, and oral materials.

• Collaborate with proposal writers, solution architects, and subject matter experts from operations, engineering, product management, software development, finance, legal, project delivery, customer service, and executive leadership.

• Assist with content reviews, storyboarding, messaging development, and document quality assurance.

• Convert complex technical and operational concepts into accessible, customer-centric value propositions.

• Ensure proposal submissions are in alignment with customer requirements, evaluation criteria, and procurement guidelines.

• Maintain a repository of proposal artifacts, lessons learned, templates, and content resources.

• Organize customer-facing oral presentations and demonstrations, including content creation, presentation materials, rehearsals, presenter coaching, and executive preparation.

• Exercise independent judgment and significant decision-making authority regarding proposal strategy, timelines, assignments, compliance, and final outputs.

⛳️ Requirements

• 4 to 6 years of direct experience in proposal management, leading competitive proposal efforts from pre-release planning to submission and oral presentations.

• Proven experience in managing complex, high-value competitive proposals.

• Advanced skills in Microsoft Word, SharePoint, PowerPoint, Teams, and the wider Microsoft 365 suite.

• Experience in managing proposal content, reviews, and document control in collaborative settings.

• Background in supporting state and local government procurement initiatives.

• Strong skills in writing, editing, communication, facilitation, and presentation development.

• Capability to handle multiple priorities and work efficiently under pressure in a remote, cross-functional environment.

• Preferred: Experience in tolling, transportation technology, intelligent transportation systems (ITS), mobility, parking, transit, or similar public-sector markets.

• Preferred: Previous roles as a Proposal Writer, Technical Writer, Proposal Coordinator, or similar position.

• Preferred: Familiarity with AI tools to aid in proposal development, compliance checks, research, content creation, knowledge management, and opportunity analysis.

• Preferred: Understanding of software implementation projects, systems integration, SaaS solutions, and SDLC methodologies.

• Preferred: Experience in supporting customer demonstrations, oral presentations, and executive briefing sessions.

• Preferred: Shipley Associates training or certification.

• Preferred: APMP Foundation, Practitioner, or Professional certification.

• Must be capable of lifting up to 15 pounds occasionally.
