Property Operations Manager

This is a fully remote position, open to applicants in Philippines.

📋 Description

• Assess incoming maintenance requests, prioritize urgency, and arrange for the appropriate vendor dispatch.

• Oversee a network of 1099 field vendors to ensure that work is executed efficiently and professionally.

• Sanction maintenance expenditures within set not-to-exceed parameters.

• Analyze vendor pricing against market standards and pinpoint chances to minimize repair costs.

• Monitor work orders from initiation to completion, ensuring compliance with established service-level objectives.

• Keep tenants updated throughout the maintenance workflow.

• Detect recurring property issues and propose preventive or cost-effective solutions.

• Manage daily interactions and communications with CMHA, EDEN Inc., and North Coast Housing Connections.

• Oversee Housing Choice Voucher processes, including HAP contracts, tenant/PHA rent divisions, and associated documentation.

• Schedule and prepare properties for HQS/NSPIRE inspections.

• Conduct or coordinate pre-inspection assessments and address items that fail inspection.

• Prepare and submit voucher rent-increase requests while tracking approvals and effective dates.

• Maintain the portfolio's regulatory calendar, including lead-safe certifications, rental registrations, alarm/CO requirements, and other compliance necessities.

• Oversee rent collection and follow up on outstanding tenant balances.

• Monitor tenant rent portions and manage delinquencies.

• Reconcile tenant-paid and PHA-paid rent portions.

• Confirm that HAP deposits are received and accurately recorded twice a month.

• Process vendor invoices and manage accounts payable processes.

• Supervise the monthly utility workload and identify owner-liable water/sewer costs.

• Enhance utility recovery efforts.

• Maintain precise property-level records within the property management system.

• Collaborate closely with the part-time bookkeeper on financial management while ensuring appropriate separation of duties.

• Coordinate with the local leasing agent for new tenant placements.

• Assist in the leasing process by ensuring properties are ready for occupancy.

• Oversee annual lease renewals and related Section 8 requirements.

• Monitor upcoming vacancies and renewals to reduce days of vacancy.

• Identify potential turnover risks and proactively address them.


⛳️ Requirements

• Experience in managing scattered single-family properties is a must.

• Proven hands-on experience with Section 8 / Housing Choice Voucher programs is essential.

• Familiarity with working alongside housing authorities and understanding HAP contracts, tenant/PHA rent splits, voucher stipulations, and HQS/NSPIRE inspections.

• Direct experience in managing properties in Cleveland or Ohio is required.

• Experience collaborating directly with CMHA, EDEN Inc., or North Coast Housing Connections.

• Proficiency with Rent Manager or comparable property management software is necessary.

• An Ohio real estate broker's license or eligibility to obtain one is required.

• Familiarity with AI-driven maintenance platforms such as Property Meld or Vendoroo is a plus.

• Experience with CompanyCam, RentCheck, or similar inspection and field-service platforms is beneficial.

• Background in a lean, technology-centric property management environment is advantageous.
