This is a fully remote position, open to applicants in Virginia, +1 more state.
• Oversee the full spectrum of procurement activities for capital projects from FEL-1 to project completion, encompassing sourcing, bidding, contract execution, logistics, and supplier management.
• Formulate and implement procurement strategies that align with capital projects, plant expansions, maintenance, turnarounds, asset integrity, and regulatory compliance.
• Collaborate with Project Management, Engineering, Construction, and EPC/EPCM teams to devise construction package strategies, address project risks, and facilitate effective execution.
• Manage competitive bidding processes, commercial evaluations, negotiations, and contract awards for process equipment, engineered materials, construction services, and EPC/EPCM contracts.
• Suggest and apply contracting strategies based on project scope, risk assessment, cost considerations, and scheduling requirements.
• Enhance procurement performance by minimizing total lifecycle costs, reducing commercial risks, boosting supplier performance, and lowering change orders and claims.
• Supervise the requisition-to-purchase order processes, procurement reporting, forecasting, project controls, and ensure compliance with procurement and commercial governance standards.
• Establish and nurture relationships with suppliers, internal stakeholders, and third-party partners, acting as the primary procurement contact for capital projects at the Parkersburg, WV site.
• A Bachelor's degree in Supply Chain, Business, Engineering, Construction Management, or a related field is required; an Engineering or Technical degree is preferred.
• At least 8 years of experience in procurement, sourcing, supply chain, or commercial contracting.
• Minimum of 5 years experience supporting capital projects in the chemical, petrochemical, refining, energy, manufacturing, industrial, or similar sectors.
• Proven experience in managing capital projects with budgets exceeding $5M.
• A demonstrated ability to lead intricate supplier negotiations and manage commercial risks across equipment, materials, services, EPC/EPCM, and construction-related scopes.
• Experience in crafting construction package strategies, contracting strategies, bid-ready scopes of work, commercial evaluation models, and procurement execution plans for capital projects.
• Proficient in managing and analyzing project data, procurement metrics, market intelligence, and reporting outputs; strong Microsoft Excel skills are essential.
• A commitment to upholding Chemours Core Values and procurement procedures.
• An MBA, CPSM, CPSD, PMP, or similar professional certification is preferred.
• Familiarity with EPC/EPCM contracting, construction contracting, major equipment procurement, and capital project execution models is preferred.
• Experience in developing FEL-stage procurement strategies, construction bid packages, sourcing playbooks, supplier segmentation methods, and procurement performance dashboards is preferred.
• Experience with annual capital portfolios exceeding $100M is preferred.
• A technical, engineering, construction management, chemical manufacturing, or related industrial background is strongly preferred.
• Proficient in using SAP, Contract Management software, Microsoft Office, CoPilot, etc.
