Project Manager – Fed Gov

This is a fully remote position, open to applicants in New Mexico.

📋 Description

• Manage the delivery of task orders, schedules, resource allocation, and team collaboration for enterprise PLM and Digital Thread modernization projects.

• Lead cross-functional technical teams that support engineering systems, CAD/PLM data management, and ALM workflows.

• Oversee delivery timelines, risk management registers, resource distribution, milestones, and outputs in Agile/Hybrid settings.

• Act as the operational liaison among government task managers, engineering stakeholders, and technical implementation leaders.

• Facilitate the integration, configuration management, and cutover processes across product lifecycle tools.

• Coordinate communication between personnel at Sandia National Laboratories and contractor teams.

• Monitor progress and provide status updates through Jira and other collaboration tools.

• Create and maintain work breakdown structures, risk/issue logs, resource management strategies, and quality assurance protocols.

• Lead status reviews, sprint planning meetings, and retrospectives.

• Ensure adherence to NTESS and DOE/NNSA security, safety, and operational standards.

• Identify opportunities for process improvements and efficiency enhancements.

• Manage vendor partnerships, subcontractors, and third-party integrations.

• Offer escalation support and quick decision-making during critical phases, cutovers, and production launches.

• Support activities at Sandia National Laboratories and may require occasional travel for project kickoffs, stakeholder engagements, or system deployments.

⛳️ Requirements

• Bachelor's degree in a relevant discipline.

• 5–10 years of technical project management experience for the Senior level, or 10–15 years for the Principal level.

• Direct experience overseeing project teams within the DOE, NNSA, National Laboratories, or strictly regulated defense/aerospace sectors.

• Experience managing projects that involve enterprise PLM, 3D CAD data management, or ALM software environments.

• Familiarity with PTC Windchill, PDMLink, CodeBeamer, Creo, or similar tools such as Teamcenter, Enovia, Azure DevOps, or Jira.

• Demonstrated experience managing complex technical projects with multiple stakeholders from initiation to completion.

• Strong comprehension of Agile, Scrum, and Hybrid project management methodologies.

• Experience managing teams across various locations and coordinating multiple contractor organizations.

• Excellent analytical, problem-solving, risk management, and decision-making skills.

• Must qualify for site access and may need to obtain and maintain a DOE Q or L security clearance, or show eligibility for clearance processing.

• U.S. citizenship or another specific citizenship status may be necessary based on task-order scope and clearance level.

• Must adhere to NTESS security protocols, including DBIDS registration, PIV credentialing, security training, and minimum safety hazard requirements.

• Active PMP or CSM certification is preferred.

• Experience with Digital Thread, MBSE, Digital Engineering Transformation, DOE/NNSA security protocols, OPSEC, CUI, personnel security clearances, NIST, CMMI, ISO, federal contracting, FAR/DEAR compliance, and government task-order execution is preferred.
