This is a fully remote position, open to applicants in United States.
• Develop and uphold the comprehensive project work plan, milestone schedule, staffing strategy, and risk management register.
• Act as the main point of contact for the client's Contracting Officer's Representative and project officials.
• Lead kickoff, progress, and deliverable review meetings.
• Coordinate the interdisciplinary team of seven members, delegate tasks, manage workloads, and ensure that deliverables meet quality standards and federal deadlines.
• Supervise budget management, invoicing, and effort tracking.
• Compile monthly progress and financial reports for the client.
• Ensure that technical assistance products are aligned with current TANF policy and pertinent research on marriage, family structures, and economic mobility.
• Manage subcontractors, consultants, and partners from state or grantee organizations.
• Address issues and proactively escalate risks as necessary.
• Establish quality assurance and Section 508 accessibility review protocols.
• Facilitate peer-learning sessions, webinars, toolkits, and on-site support for TANF agencies.
• Experience in managing federal or state human-services technical assistance, research, or program-support contracts.
• Direct working knowledge of the TANF program, including its four statutory purposes, block-grant structure, and state management.
• Familiarity with social and economic research regarding marriage and family structure, marriage, poverty alleviation, and economic mobility.
• Ability to lead multidisciplinary teams and produce complex, high-visibility deliverables on time and within budget.
• Exceptional client-facing communication, facilitation, and stakeholder management abilities.
• Working knowledge of federal deliverables, Section 508 accessibility, and reporting standards.
• A bachelor's degree in public administration, social sciences, public policy, or a related discipline is required.
• A minimum of seven to ten years of progressively responsible project management experience, including at least three years leading TANF, workforce, or family-strengthening initiatives.
• PMP certification or an equivalent project management credential is preferred.
• Prior experience collaborating with state or tribal TANF agencies or family-strengthening grantees is preferred.
• Experience in coordinating research-to-practice translation and dissemination efforts is preferred.
