Project Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the primary contractor liaison for VHA inquiries and performance issues, reporting to the Contracting Officer’s Representative.

• Create and present the contract kickoff package within 10 business days following the start of the contract.

• Provide the closeout package no later than 10 business days prior to the conclusion of the contract.

• Organize and monitor six simultaneous project workstreams, delivering summary reports to the government biweekly.

• Plan, coordinate, and oversee sprint cycles across AI inventory, risk management, oversight, strategy, and field operations workstreams.

• Manage labor assignments, keep the contractor staff roster updated, and track the status of background investigations.

• Deliver VA roster updates within one business day of any changes in employee status.

• Oversee a high-volume program deliverable schedule that includes more than 20 deliverables across six workstreams.

• Provide project management assistance to five field-based pilot AI project development teams.

• Facilitate qualitative and quantitative assessments of program execution.

• Identify, monitor, escalate, and resolve risks and issues in collaboration with the government team.

• Maintain program compliance documents, including tracking government-furnished equipment and documenting security forms and training completion.

⛳️ Requirements

• At least 4 years of project management experience.

• Proven ability to manage a large-scale program that includes multiple projects, with similar lifecycle budgets and complexities.

• Experience in planning, initiating, managing, executing, and concluding programs that align with an agency’s mission.

• BA/BS in Business, Health Administration, Information Systems, or a related discipline.

• Active Project Management Professional (PMP) certification is required, or an equivalent project management certification with a minimum of 4 years’ experience in a large corporation or government agency.

• Must be able to obtain and maintain a favorably adjudicated Tier 1 / NACI background investigation.

• Required to complete VA Privacy and Information Security Awareness and Rules of Behavior training before system access and annually thereafter.

• Must have authorization to work in the United States.

• All work must be conducted within a jurisdiction governed by the laws of the United States or its territories.

• Preferred: Over 8 years of experience, including more than 4 years on technical, artificial intelligence, or health IT projects.

• Master’s degree is preferred.

• Certification in SAFe or as a Certified ScrumMaster is preferred.

• Proven experience managing a fully remote and geographically distributed delivery team.

• Proficient in Agile and SAFe delivery methodologies, including sprint planning, backlog management, and iterative deliverable reviews.

• Strongly preferred: Experience delivering work on substantial federal health IT contract vehicles.

• Experience in developing kickoff and closeout packages and facilitating formal deliverable acceptance cycles under a government quality assurance surveillance plan.

• Familiarity with qualitative and quantitative program evaluation techniques.

• Comfort in serving as the accountable point of contact for a government customer under a firm fixed price arrangement.

• Knowledge of military and Veteran communities.

• Exceptional written and verbal communication skills.

• Ability to quickly grasp complex issues and thrive in a fast-paced, rapidly changing environment.
