This is a fully remote position, open to applicants in United States.
• Facilitate Agile Scrum and SAFe-like delivery processes, which encompass sprint planning, backlog refinement, sprint reviews, retrospectives, and support for program-increment planning.
• Create and sustain the Agile Project Roadmap, outlining project scope, prioritized epics and features, integrated master schedule, milestones, dependencies, work breakdown structure, resource plan, communications plan, risk-management strategy, quality-management strategy, change-control process, and configuration-management strategy.
• Manage the NAVSUP Azure DevOps backlog, breaking down requirements into epics, features, user stories, product backlog items, tasks, and defects.
• Ensure bidirectional traceability to governing PWS sections and deliverables.
• Oversee work-item ownership, estimates, effort, status, dates, dependencies, acceptance criteria, risks, and approval status.
• Configure dashboards and queries for tracking burn-down rates, milestones, deliverables, blocked tasks, and risk visibility; generate baseline and monthly exports from Azure DevOps.
• Coordinate work across various domains including Informatica, MuleSoft, AWS, database management, testing, cybersecurity, documentation, training, and sustainment activities.
• Identify dependencies and obstacles across teams; maintain records of actions and decisions; escalate issues with suggested resolutions.
• Keep the integrated deliverable schedule and review calendar updated; facilitate reviews, comment resolution, resubmissions, and Government acceptance documentation.
• Compile Monthly Status Reports and supporting management information, such as staffing, achievements, completion status, forecasts, travel, issues, schedule alterations, dependencies, knowledge transfer, property status, onboarding, certifications, and training.
• Facilitate invoice support with authorized contracts and billing personnel.
• Track risks, issues, assumptions, dependencies, changes, configuration-control actions, lessons learned, and project-management documentation.
• Conduct interviews with technical and cybersecurity subject-matter experts and develop, edit, organize, trace, and maintain technical documentation.
• Oversee document and knowledge repositories in Azure DevOps and associated wikis, managing version history, templates, links, review statuses, publication, and traceability.
• Coordinate training and knowledge-transfer schedules, including materials, demonstrations, recordings, attendance records, reports, FAQs, action items, and documentation updates.
• A Bachelor's degree in project management, business administration, information systems, computer science, technical communication, or a related field is preferred; a combination of education and directly relevant experience may be accepted.
• At least 3 years of proven experience as a Scrum Master, Project Management Analyst, Project Coordinator, or in a similar delivery role on technical programs.
• Practical experience managing Agile workflows in Microsoft Azure DevOps or a similar platform.
• Familiarity with work-item hierarchies, backlogs, iteration planning, queries, dashboards, dependencies, acceptance criteria, and requirements-to-deliverable traceability.
• Experience in converting contractual or program requirements into roadmaps, integrated schedules, work breakdown structures, epics, features, user stories, product backlog items, tasks, milestones, and measurable completion criteria.
• Background in facilitating sprint planning, backlog refinement, reviews, retrospectives, cross-functional working sessions, stakeholder coordination, and resolving impediments and dependencies.
• Knowledge of project controls and reporting, schedule management, deliverable tracking, risk and issue management, action and decision logs, change control, configuration control, status reporting, and performance metrics.
• Excellent technical writing, editing, organizational, facilitation, and communication skills.
• Must hold a current DoD 8140.03 IAT Level II baseline certification at the start of employment: CompTIA Security+ CE or a PWS-listed equivalent (CCNA, CySA+, GICSP, GSEC, or CND).
• U.S. citizenship is required.
• Ability to obtain and maintain a favorable background investigation at the T3 level, including CAC, SAAR, Government accounts, mandatory training, and necessary NAVSUP system access.
• Preferred experience with AWS or AWS GovCloud, enterprise platforms, APIs, data governance, data integration, automated testing, RMF/ATO, or sustainment operations.
• Preferred experience with Government technical deliverables, monthly status reports, invoice-support documentation, review-comment matrices, controlled repositories, and audit-ready traceability.
• Preferred experience with technical plans, procedures, runbooks, architecture or process diagrams, training materials, and knowledge-transfer records.
• Prior experience supporting the Department of Defense, Department of the Navy, NAVSUP, or another regulated Government technology environment is preferred.
• Proficiency in Microsoft Project, Excel, PowerPoint, Visio, SharePoint or Flank Speed, and reporting or visualization tools is preferred.
• Certification as a ScrumMaster (CSM) or Professional Scrum Master (PSM), along with SAFe certification, is desired.
