This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Act as a dual-role Project Control Manager (50%) and Project Manager (50%) for a team serving a federal client.
• Conduct accounting, finance, forecasting, budgeting, planning, tracking, analysis, and reporting throughout the project life cycle.
• Oversee daily management of contract support operations.
• Offer technical guidance to the project contractor team and evaluate the quality of deliverables.
• Organize, direct, and coordinate the planning and execution of contract support activities.
• Manage contractor staffing, project planning, financial management, staff direction, and oversight.
• Collaborate with Executive staff, Directors, Program/Project Managers, Contracts, Billing, Finance, and Human Resources.
• Assist in project initiation, workforce assignments, and entering employees into Deltek CostPoint.
• Create Estimates to Complete (ETCs) and Estimates at Completion (EACs).
• Review project financial status and anticipate future performance in collaboration with Project Managers.
• Monitor cost and schedule performance and conduct related analyses.
• Generate weekly, bi-weekly, or monthly financial reports for both internal and external stakeholders.
• Develop and assess procedures, processes, and deliverables to enhance customer support while minimizing costs and errors.
• Analyze funding, expenditures, cost variances, historical financials, task spending, commitments, burn rates, and future projections.
• Track actual costs against budgets, utilization, and monitor bonus allocations.
• Support purchase requests, validate subcontractor invoices against purchase orders, and oversee subcontract efforts.
• Input subcontractor invoices into Costpoint.
• Assist with Risk Authorization Requests (RARs), modification requests, and notifications regarding funding limitations.
• Monitor and assist in managing at-risk and suspense-related costs.
• Provide oversight and administrative and technical interaction with Government stakeholders.
• Define project objectives and strategic vision; offer leadership and direction to client and project teams.
• Facilitate collaboration among multiple teams to achieve the objectives of complex projects.
• Ensure contracts are adequately staffed with cleared and qualified personnel.
• Maintain security integrity, ensure timely and accurate contract deliverables, efficient support services, and required documentation.
• Guarantee that assigned tasks are completed promptly, accurately, on schedule, and at agreed prices.
• Capability to undergo a Public Trust investigation.
• Bachelor’s Degree in Business Management, Business Administration, Business Finance, or a related field.
• At least 10 years of relevant experience.
• PMI Project Management Professional (PMP) Certification.
• Experience in project management activities or closely related fields.
• Familiarity with Critical Path and Schedule Risk Assessment analyses.
• Experience connecting software development metrics to technical accomplishments.
• Proficient in cost estimation and reporting, risk, and issue management.
• Proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint).
• Experience using Microsoft Project.
• User experience with SharePoint.
• Work experience with Jira.
• Ability to translate and communicate complex topics between technical and non-technical audiences.
• Excellent verbal and written communication skills.
• Ability to work independently with minimal supervision and possess strong time management skills.
• Training and experience in various aspects of information technology and program management.
• Capacity to gather, analyze, document, and validate the capabilities and functionality of technologies implemented within the organization.
