This is a fully remote position, open to applicants in United States.
• Provide comprehensive leadership and oversight for the TTA Hub project, encompassing the transition from the current system to ongoing operations, maintenance, enhancements, and release activities.
• Create and sustain integrated project and transition plans that encompass scope, milestones, resources, dependencies, risks, and change control.
• Collaborate with the OHS Product Owner to convert Government priorities into coordinated delivery strategies.
• Facilitate Agile/Scrum ceremonies and harmonize efforts across software engineering, DevOps, data, UX, quality assurance, security, training, and other functional domains.
• Oversee project performance through roadmaps, sprint metrics, executive dashboards, risk and issue tracking, and corrective action strategies.
• Generate and present executive-level project reports, including monthly status updates, task expenditures, progress, risks, and corrective actions.
• Administer the contractual deliverable timeline and ensure that project artifacts are accurate and submitted punctually.
• Organize Government and contractor meetings, covering agendas, decisions, action items, and meeting minutes.
• Direct transition-in and transition-out planning and execution, including knowledge transfer, property inventory, documentation, and closure activities.
• Maintain the urgent-issue escalation roster and coordinate customer notifications and responses during significant production incidents.
• Lead post-incident evaluations and document corrective actions, lessons learned, and follow-up tasks.
• Identify delivery risks, resource limitations, dependencies, and schedule impacts, collaborating with stakeholders for resolution.
• Ensure clear communication with Government stakeholders regarding project status, priorities, risks, decisions, and forthcoming activities.
• U.S. citizenship is mandatory.
• Ability to obtain and maintain a Public Trust clearance is required.
• Must secure a Personal Identity Verification (PIV) card.
• Minimum of eight (8) years of experience in leading complex software or digital service delivery initiatives.
• At least four (4) years of experience in directing Agile teams and reporting to Government stakeholders.
• Bachelor’s degree in a relevant field or equivalent demonstrated experience is necessary.
• Proven experience with Agile and Scrum delivery methodologies, with the capability to integrate tailored Waterfall practices as needed.
• Experience in developing and managing project roadmaps, integrated schedules, sprint metrics, resource plans, risks, dependencies, and change control.
• Background in budget forecasting and tracking expenditures by task or workstream.
• Strong skills in risk, issue, and change management.
• Demonstrated ability to lead cross-functional technical teams and coordinate dependencies across multiple disciplines.
• Excellent facilitation and negotiation skills.
• Experience in preparing and presenting project status, performance metrics, risks, corrective actions, and other executive-level information.
• Strong written and verbal communication abilities.
• Familiarity with communication protocols within a Federal contracting environment.
• Preferred: Experience in supporting Federal digital service or software development programs.
• Preferred: Experience assisting HHS, ACF, or similar Federal health and human services organizations.
• Preferred: Understanding of Federal digital service governance and delivery requirements.
• Preferred: Experience taking responsibility for an existing production application from an incumbent contractor, including transition planning, knowledge transfer, continuity of operations, and stabilization.
• Preferred: Experience leading multidisciplinary teams that encompass software engineering, DevOps, data and analytics, UX, QA, cybersecurity, and training/user support functions.
• Preferred: Experience in supporting production applications with recurring Agile releases and operational incident response requirements.
