Program Manager – Technical

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Assist in the creation of contract solutions to fulfill program requirements.

• Collaborate with ICF staff, clients, subcontractors, and project teams to define project scope, budget estimates, timesheets, schedules, and deliverables.

• Oversee the risk register while updating the Risk Management Plan and quality assurance measures.

• Formulate project work plans and assess resource needs.

• Keep track of project task expenditures to ensure they remain within the designated budget.

• Organize, coordinate, and manage project activities to guarantee timely delivery.

• Ensure that project deliverables align with quality standards and business expectations.

• Maintain precise client communications and project records.

• Address customer inquiries and concerns in a timely and professional manner.

• Monitor project scope, risks, issues, assumptions, dependencies, and change requests, escalating items as necessary.

• Document meeting notes, status reports, follow-ups, and project materials for both client and internal stakeholders.

• Support release coordination, implementation readiness, post-launch assistance, and lessons learned activities.

⛳️ Requirements

• Bachelor’s degree.

• Over 5 years of project management experience.

• At least 3 years of experience overseeing IT or software delivery projects, being accountable for schedule, budget, scope, and risk.

• Minimum of 1 year managing multiple simultaneous projects while liaising with cross-functional technical and business stakeholders.

• Strong organizational and time management capabilities.

• Excellent communication and interpersonal skills.

• Proficient in Microsoft Office 365 tools, including Teams, Outlook, Excel, and PowerPoint.

• Familiarity with the software development lifecycle (SDLC).

• Experience using project management and collaboration tools such as Jira, Microsoft Office, Excel, PowerPoint, and Visio.

• Must be a US Citizen or Permanent Resident in accordance with federal contract stipulations.

• A master’s degree is preferred.

• PMP certification is highly desirable.

• Fluency in Spanish is an advantage.

• Experience with Agile, Scrum, SAFe, or hybrid delivery methodologies is preferred.

• Experience working with vendors, subcontractors, or cross-functional delivery teams.

• Familiarity with release planning, implementation readiness, process enhancement, or post-launch support activities.

• Experience with proprietary platforms, SaaS solutions, system integrations, or configurable business applications.

• Background in federally funded disaster management, resilience, housing, infrastructure, or technology modernization initiatives.
