Program Manager – Production Line Stand-Up

πŸ“‹ Description

β€’ Lead the program kickoff within 30 days post contract award.

β€’ Provide the Order Management Plan (OMP) and Quality Management Plan (QMP) according to PWS timelines.

β€’ Develop and uphold the integrated master schedule throughout the entire two-year performance period, including Year 1 LRIP milestones for all three product lines.

β€’ Generate Monthly Status Reports by the 5th business day of each month, detailing progress on production line setup, subcontractor status, design transfer efforts, component procurement, supply chain coordination, and risk management.

β€’ Collaborate with the COR and board assembly and design-transfer subcontractors regarding milestones, component delivery timelines, and transfer activities.

β€’ Identify and escalate cross-contractor dependencies before they pose scheduling risks.

β€’ Oversee the formal Engineering Change Request (ECR) and Engineering Change Notice (ECN) processes for design-related decisions.

β€’ Maintain an active risk register utilized by leadership and the customer.

β€’ Manage funds and personnel for assigned tasks effectively.

β€’ Ensure high quality and timely delivery of all contract deliverables.

β€’ Act as Task Order Lead and the primary point of accountability for program performance.


⛳️ Requirements

β€’ 10 to 20 years of program or project management experience in a defense engineering setting, at a supervisory level.

β€’ Proven ownership of a DoD task order or contract as the accountable PM, encompassing CDRL and PWS deliverable management, IMS accountability, and direct interface with the COR.

β€’ Experience in managing subcontractors and overseeing cross-contractor dependencies.

β€’ Proficient in engineering change control (ECR and ECN) and configuration management within a hardware program.

β€’ Background in hardware programs, including knowledge of long-lead components, procurement timelines, and supply chain challenges.

β€’ U.S. citizenship / U.S. person status is mandatory.

β€’ Capability to obtain and retain a U.S. Government security clearance.

β€’ A master's degree may be necessary to fulfill the contract labor category requirements.

β€’ Preferred: experience with production-line setup or transitioning from prototype to production.

β€’ Preferred: knowledge of APFIT, OTA, or other rapid-fielding acquisition methods.

β€’ Preferred: background in electronics manufacturing, including SMT assembly, testing, and first-article processes.

β€’ Preferred: PMP certification.
