Program Manager, PMP Required

This is a fully remote position, open to applicants in Florida.

📋 Description

• Lead and manage the delivery of a cybersecurity assurance program for the state of Florida.

• Act as the main liaison between company leadership, OCIG, agency OIGs, and technical leads.

• Function as the sole accountable point of contact for OCIG and coordinate project management duties with the OCIG Contract Manager or their representative.

• Organize and execute kickoff activities while documenting the scope, roles, decisions, action owners, dependencies, communication protocols, risks, and approved deadlines.

• Take ownership of the Master Project Plan, maintaining milestones, staffing, testing phases, access readiness, risks, dependencies, decisions, corrective actions, and acceptance status.

• Facilitate system access through OCIG and Agency OIG channels and manage the System Access Log.

• Monitor approvals, authorized personnel, training, background checks, access periods, and any obstacles encountered.

• Maintain scope discipline and ensure any changes are sanctioned in approved plans or Rules of Engagement.

• Provide daily updates during active testing, bi-weekly program reviews, monthly project-plan submissions, and immediate escalation of critical vulnerabilities or conflict events.

• Supervise the submission of all ten deliverables and manage government comments and corrections until acceptance.

• Ensure agency risks guide sequencing, resource allocation, and testing priorities.

• Uphold independence, objectivity, confidentiality, public-records sensitivity, and the separation of factual AUP results from advisory recommendations.

• Lead closeout reporting, lessons learned, final project-plan completion, and executive briefings.

⛳️ Requirements

• Bachelor’s degree in cybersecurity, information systems, engineering, business, project management, or a related field.

• Active Project Management Professional (PMP) certification.

• A minimum of 10 years of progressively responsible experience in technology or cybersecurity program delivery, including experience with multi-stakeholder government programs.

• Proven ability in managing deliverable-based contracts, integrated schedules, project risk, quality controls, access dependencies, and executive reporting.

• Experience in coordinating cybersecurity assessments, continuous monitoring, audit support, compliance, or control-validation efforts.

• Exceptional written and verbal communication skills, with the ability to present evidence-based information to C-suite executives, Boards, Inspectors General, or senior government stakeholders.

• Working knowledge of NIST CSF, NIST risk-management concepts, cybersecurity control testing, and professional assurance practices.

• Willingness to undergo and sustain a government-issued background investigation process.

• Preferred: active CISSP certification.

• Preferred: experience in supporting an Office of Inspector General, internal audit organization, or independent verification and validation program.

• Preferred: familiarity with IIA Global Internal Audit Standards, GAO Government Auditing Standards, Rule 60GG-2, F.A.C., and Florida public-records constraints.

• Preferred: experience coordinating work across multiple agencies or distributed operating environments.

• Preferred: certifications in change-control, Agile, ITIL, or Lean portfolio management.
