This is a fully remote position, open to applicants in Canada.
• Create and manage comprehensive program work plans, timelines, milestones, resources, risks, mitigation strategies, and staffing requirements.
• Oversee program execution in accordance with objectives, contractual commitments, budgets, and timelines.
• Facilitate coordination among internal teams, delivery partners, and stakeholders.
• Maintain the daily relationship with the delivery partner to ensure that deliverables, timelines, and service standards are fulfilled.
• Organize partner check-ins, planning meetings, and discussions for issue resolution.
• Supervise multiple program cohorts, employer involvement, and key activities.
• Prepare, track, and forecast program budgets while ensuring adherence to funder guidelines and ICTC policies.
• Evaluate performance, deliverables, and KPIs, and execute corrective measures as needed.
• Assist in employer recruitment, outreach, engagement, and enrollment objectives.
• Create promotional materials for the program and engage stakeholders and participants in collaboration with communications and marketing teams.
• Lead program governance, steering committee meetings, partner check-ins, and internal planning discussions.
• Coordinate data collection and documentation for monitoring, evaluation, impact measurement, and ongoing improvement.
• Compile funder reports, progress updates, briefing documents, and other reporting deliverables.
• Provide program updates, analyses, and recommendations to senior leadership.
• Cultivate relationships with employers, industry stakeholders, government representatives, workforce development organizations, and ecosystem partners.
• Represent ICTC at industry events, conferences, employer briefings, and networking engagements.
• Establish strategic partnerships and identify prospects for program growth, sustainability, renewal, and expansion.
• Assist in proposal development, partnership formation, and future funding initiatives.
• Lead, mentor, and coordinate program staff, facilitators, contractors, and subject matter experts.
• Support workforce planning, recruitment, onboarding, training, retention, performance management, and professional development.
• Define team objectives, performance expectations, roles, responsibilities, and OKRs.
• Promote a collaborative, inclusive, and high-performing team culture.
• Manage staff schedules, workloads, priorities, and resource allocation.
• Facilitate change management and cross-departmental collaboration.
• Work in conjunction with the Evaluation and Impact team and delivery partner on program data, metrics, feedback, surveys, interviews, and reporting.
• Analyze performance data and stakeholder feedback to pinpoint risks, opportunities, and recommendations for continuous improvement.
• Post-Secondary Education degree specializing in Business Administration, Project/Program Management, Public Administration, or a related discipline.
• 5-7 years of pertinent experience in program management, workforce development, economic development, or a related field.
• Proven experience managing complex programs, including budgets, partnerships, multiple priorities, and ambitious timelines.
• Experience administering government-funded programs and fulfilling reporting and compliance obligations.
• Background in engaging employers, SMEs, and external stakeholders.
• Strong leadership and people management capabilities.
• Exceptional organizational, project management, communication, and stakeholder management skills.
• Keen attention to detail, with experience in reporting, documentation, and performance monitoring.
• Ability to work autonomously and effectively in a dynamic, fast-paced environment.
• Knowledge and experience in business growth and development, particularly within the public and not-for-profit sectors.
• Familiarity with business and management principles related to strategic planning and program development.
• PMP, PMI-ACP, or another recognized project/program management certification is highly advantageous.
• Experience in the not-for-profit sector is a plus.
• Experience collaborating with employers in the manufacturing and/or automotive sectors is a strong asset.
