This is a fully remote position, open to applicants in United States.
β’ Oversee the daily delivery and operational integrity of a complex federal technology program involving multiple projects and workstreams.
β’ Act as a key point of contact and trusted collaborator for government program leaders, sponsors, contracting entities, and technical representatives.
β’ Cultivate and sustain strong customer relationships through regular communication, transparency, responsiveness, and dependable delivery.
β’ Lead multidisciplinary teams encompassing software engineering, product management, design, project management, and other technical and delivery functions.
β’ Manage the program's scope, schedule, budget, staffing, risks, dependencies, contractual obligations, and overall performance.
β’ Develop and uphold effective delivery processes that promote predictable execution, continuous enhancement, and high-quality outcomes.
β’ Facilitate program reviews, planning sessions, status meetings, and regular engagements with both customers and internal teams.
β’ Identify program risks, delivery obstacles, and operational challenges and drive their resolution.
β’ Communicate any changes in scope, schedule, staffing, budget, or delivery expectations to both internal and external stakeholders.
β’ Ensure accurate program reporting and visibility into milestones, deliverables, staffing, risks, dependencies, and contractual commitments.
β’ Oversee program financial performance, including planned revenue, staffing, billable utilization, labor allocation, and gross margin.
β’ Lead, manage, and mentor cross-functional team members while assisting with performance management, professional development, resource planning, recruitment, and onboarding.
β’ Collaborate with technical and practice leadership to guarantee teams possess the skills, resources, and support needed to achieve program objectives.
β’ Promote a collaborative and accountable team culture that emphasizes delivery excellence and continuous improvement.
β’ Identify opportunities for organic account growth and broadened customer support.
β’ Serve as the program subject matter expert for recompete and proposal initiatives.
β’ Assist in transition planning and continuity of operations during contract changes, staffing shifts, or organizational restructuring.
β’ Bachelorβs degree and 7+ years of relevant professional experience, or a comparable combination of education and experience.
β’ 4+ years of experience in directly managing complex technology programs, digital services, software delivery, or related technical initiatives.
β’ Proven experience in managing multidisciplinary technical and delivery teams across multiple concurrent projects or workstreams.
β’ Demonstrated capability in managing program scope, schedule, budget, staffing, risk, and contractual deliverables.
β’ Experience working directly with senior customers and stakeholders in a client-facing program leadership capacity.
β’ Experience in managing program financial performance, staffing plans, resource allocation, and delivery projections.
β’ Strong knowledge of Agile methodologies and contemporary software or digital service delivery practices.
β’ Proven ability to identify, communicate, and resolve complex program risks, delivery challenges, and operational issues.
β’ Excellent written and verbal communication skills, including experience in relaying program status, performance, risks, and priorities to senior stakeholders.
β’ Must currently possess, or have recently possessed, a Moderate Risk Public Trust (MRPT) determination or higher-level federal security clearance (Secret or Top Secret).
β’ Must be able to successfully fulfill all additional federal customer suitability, fitness, and financial background requirements.
β’ Preferred: Experience in managing technology or digital services programs within the federal government contracting space.
β’ Preferred: Experience supporting federal civilian agencies; prior experience with FDIC is advantageous.
β’ Preferred: Experience in web modernization, digital transformation, content management platforms, or other public-facing digital services.
β’ Preferred: Experience in federal contract recompetes, proposals, organic growth, or account expansion.
β’ Familiarity with federal contract performance and customer evaluation processes, including CPARS.
β’ PMP, ITIL, Agile, or similar program/project management certification is preferred.
