Program Manager

This is a fully remote position, open to applicants in Arizona.

📋 Description

• Offer program and project management assistance for NWS portfolios, programs, and IT initiatives.

• Aid in the planning, execution, monitoring, and completion of projects.

• Create and sustain project timelines, Integrated Master Schedules (IMS), risk logs, and status updates.

• Monitor costs, schedules, scopes, performance indicators, risks, and action items.

• Assist with Capital Planning and Investment Control (CPIC) tasks, including investment reporting, baseline change requests, and data calls.

• Prepare and update project plans, presentations, reports, charters, SOPs, and business process documentation.

• Facilitate governance meetings, Integrated Product Team (IPT) gatherings, and stakeholder evaluations.

• Support budget development, execution monitoring, and financial reporting.

• Contribute to acquisition processes such as RFIs, SOWs, RFPs, and procurement documentation.

• Engage with both technical and executive-level stakeholders.

• Assist with audits, independent evaluations, and initiatives for continuous process enhancement.

⛳️ Requirements

• Bachelor’s degree in business, management, IT, or a related discipline.

• Current Project Management Professional (PMP)® certification or equivalent.

• 5–8 years of experience in supporting federal IT programs or projects.

• Comprehensive understanding of portfolio, program, and project management methodologies.

• Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud-based collaboration tools.

• Applicants must be U.S. citizens.

• Must be eligible to obtain and maintain a Low Risk / Public Trust clearance.

• Experience in supporting NOAA, NWS, or Department of Commerce programs is preferred.

• Familiarity with Agile methodologies and hybrid project settings is preferred.

• Background in supporting cloud, enterprise IT, or infrastructure projects is preferred.

• Experience in responding to executive-level data requests and reporting obligations is preferred.

• Occasional travel to NOAA locations in the Washington, DC Metro Area may be necessary.
