This is a fully remote position, open to applicants in Maryland.
• Act as the accountable leader overseeing program management, agile project management, DevOps, and DevSecOps platform operations, along with tools management, service desk, and software and license management.
• Serve as the primary point of contact for the client's contracting representative as well as product and program managers.
• Create and sustain a collaborative digital workspace that offers real-time insights into progress, risks, and dependencies.
• Lead integrated initiatives across various delivery organizations, encompassing discovery, planning, roadmaps, readiness, launches, and go/no-go governance.
• Define and uphold Objectives and Key Results (OKRs) in collaboration with the client.
• Oversee reporting for sprints, monthly updates, program increments, incidents and outages, and ad hoc situations.
• Ensure visibility into cost, schedule, progress, technical performance, and risk factors.
• Develop and maintain joint operating agreements with partner contractors.
• Guide the transition from an incumbent contractor with no disruption to production operations.
• Prepare and implement transition-out plans, which include ramp-down procedures, artifact delivery, knowledge transfer, and close-out certifications.
• Manage program staffing, personnel rosters, training records, and role documentation.
• Foster continuous improvement through retrospectives, bottleneck analysis, and adaptations to risks, policy changes, and opportunities.
• Escalate, document, track, report, and resolve risks and issues.
• Proven experience leading a federal IT services program with similar scope, complexity, and multitasking structure, directly accountable to a contracting officer's representative.
• Proficient in the Scaled Agile Framework (SAFe), including program increment planning, managing cross-team dependencies, and coordinating Agile Release Trains.
• Established capability to coordinate among multiple concurrent contractor teams and government stakeholders, including formal interface agreements like joint operating agreements or their equivalents.
• Experience in creating outcome-based measurement frameworks such as OKRs or KPIs, with the ability to report program performance using live data rather than static artifacts.
• Background in managing contract transitions with clearly defined phase gates and service continuity requirements.
• Strong expertise in program risk, dependency, and issue management practices.
• Experience managing performance within a firm-fixed-price structure, focusing on scope discipline and staffing stability.
• Proficient in using Jira and Confluence as program management and knowledge platforms.
• Excellent written and verbal communication skills.
• Highly organized, capable of prioritizing and advancing multiple competing priorities in a high-volume, fast-paced environment.
• Ability to interact professionally and collaboratively with teammates, clients, and business partners.
• Strong judgment and innovative problem-solving abilities.
• Capacity to respond to requests from team members and clients during core business hours.
• Active listening and collaboration skills.
• Bachelor’s degree in a relevant discipline; additional directly relevant experience may be accepted in place of a degree.
• At least ten (10) years of progressive IT program or project management experience, including a minimum of five (5) years managing federal IT programs.
• Active PMP certification, or SAFe Program Consultant (SPC) or Release Train Engineer certification is strongly preferred.
