This is a fully remote position, open to applicants in Washington.
β’ Hold executive responsibility for the delivery of TAP services nationwide and OCONUS across more than 300 installations, supported by a Benefits Advisor team of approximately 250-280 personnel.
β’ Provide overarching leadership and ensure accountability for program performance, staffing, scheduling, cost management, quality assurance, risk mitigation, and contract adherence.
β’ Direct the management structure and oversee a geographically distributed workforce to ensure adequate staffing, coverage, and operational continuity in both CONUS and OCONUS locations.
β’ Act as the primary contractor liaison with VA leadership, the Contracting Officer's Representative, Government Program Managers, and stakeholders from the Federal Government and the Department of War.
β’ Create, implement, and uphold the Project Management Plan along with related management processes.
β’ Supervise TAP field operations, including curriculum development and maintenance, workforce training, strategic planning, data analytics, program assessments, and modernization efforts.
β’ Take ownership of contractor quality management by executing the Quality Control Plan, monitoring compliance with the Government's Quality Assurance Surveillance Plan, and ensuring prompt corrective actions are taken.
β’ Oversee requirements related to the Service Contract Act workforce and contracts.
β’ Manage program-related risks, issues, corrective measures, staffing needs, and initiatives for performance enhancement.
β’ Supervise contract cost controls, travel expenses, Other Direct Costs, and resource management.
β’ Ensure that knowledge management and reporting processes effectively support scheduling, staffing, curriculum, analytics, planning, performance reporting, and rapid Government data inquiries.
β’ Guarantee the timely and accurate provision of weekly, monthly, quarterly, and ad hoc reports along with executive briefings.
β’ Maintain effective communication with senior Government stakeholders and partner organizations, ensuring coordinated execution across all program workstreams.
β’ Bachelorβs degree.
β’ A minimum of 12 years of experience in program or project management.
β’ The candidate must hold and maintain a Project Management Professional (PMP) certification or an equivalent industry-recognized project management credential, OR demonstrate progressive program management experience that illustrates growth in the complexity, scale, and scope of managed programs.
β’ At least 5 years of pertinent experience in overseeing large-scale, geographically dispersed program operations similar in scope and complexity to a nationwide Federal service-delivery initiative.
β’ At least 5 years of proven experience in leading teams and managing national-scale programs within the Federal Government or the Department of War.
β’ Demonstrated experience in managing and controlling Service Contract Act contracts.
β’ Knowledge of relevant Status of Forces Agreement (SOFA) programs, requirements, and systems.
β’ Established experience in engaging with senior-level Government or agency stakeholders to promote collaboration and strategic alignment.
β’ Demonstrated capability to manage extensive, geographically dispersed operations.
β’ Strong skills in executive communication, organization, leadership, and problem-solving.
β’ Periodic travel may be necessary to support program activities, customer meetings, and operations at U.S. and international locations.
