Program Finance Manager

This is a fully remote position, open to applicants in South Carolina.

📋 Description

• Provide financial analysis support for a program ranging from $200M to $250M.

• Execute contract accounting and reporting tasks.

• Oversee project scheduling.

• Monitor annual fiscal plans along with monthly updates.

• Administer contract funding and purchasing operations.

• Assist in program business and functional operations.

• Recognize and facilitate the resolution of operational challenges.

• Serve as a liaison between technical and functional departments.

• Transition budget and forecasting processes from outdated spreadsheet tools to efficient COTS or internally developed applications.

• Resolve accounting and invoicing discrepancies.

• Review Government contract modifications and analyze them for errors promptly.

• Aid in program planning, monitoring, and financial activities.

• Maintain oversight of contract budgets.

• Generate contract billing and cost estimates for materials, equipment, software, and hardware acquisitions.

• Ensure accuracy in WAWF invoicing.

• Complete and submit monthly contract deliverables, including eCRAFT.

• Conduct quality-control checks on costs and timecards.

• Compile financial estimates.

• Utilize forecasting methods to assess contract/program status and guarantee compliance with government and customer requirements.

• Track program requirements and cost performance against established plans.

• Conduct financial and administrative reporting for contracts and programs.

• Perform analyses on variance, risk, and profit/loss.

• Manage subcontractor funding and invoice approvals.

• Ensure accurate cost capture, revenue recognition, and customer billing for projects.

• Adhere to project setup policies and procedures, updating project information as needed.

• Prepare forecasts, annual plans, and monthly reports.

• Conduct peer reviews of final submissions.

• Execute routine and non-routine project financial reports, including CDRLs, Project Status Reports, PMR Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and client-specific reports.

• Review timecards, travel vouchers, subcontractor invoices, and funding statements for compliance.

• Develop complex spreadsheets and “What If” scenarios.

• Perform additional duties as assigned.


⛳️ Requirements

• Bachelor’s degree in Computer Science, Business, or a related field such as Economics, Marketing, Finance, Accounting, or Management Information Systems.

• At least 6 years of experience in DoD project/program finance.

• Proficiency in creating forecasts from scratch, including the application of wrap rates and appropriate burdens.

• Capability to analyze plans, forecasts, actual costs, variances, and communicate trends to program, line, and financial management.

• Skill in generating reports and charts based on verbal instructions.

• Competence in building and maintaining accurate forecasts for programs and projects.

• Ability to prepare adjusting journal entries and reconcile accounts and invoices.

• Quick learner and highly adaptable problem solver.

• Experience in managing finance and administrative team members.

• Extensive knowledge of Microsoft Excel.

• Must be able to obtain and maintain an active Secret clearance.

• Familiarity with Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

• Understanding of contract types, including Firm Fixed Price and Cost Plus.

• Experience in developing Program Acquisition Documentation, Data Collection and Analysis, Cost Estimates, and Program Status Reports.
