Principal – Wholesale Roaming, Billing, Settlement & Standards

This is a fully remote position, open to applicants in California.

📋 Description

• Develop and oversee precise CDR, mediation, TAP/RAP/BCE, and reconciliation processes across the relevant TADIG × PLMN × DCH/FCH combinations.

• Establish routing and control logic to safeguard against data leakage or duplication.

• Supervise the daily reconciliation schedule, manage control totals, address disputes, conduct root-cause analyses, and prepare executive reports.

• Construct and organize NTN wholesale pricing frameworks, encompassing activation, usage, and tiering structures.

• Align pricing frameworks with applicable billing methods.

• Manage the technical execution strategy for DCH/FCH partners, including clearing setups, NRTRDE controls, and ongoing service performance oversight.

• Represent Skylo in GSMA working groups, such as WSOLU, IDSBCE, BCE, and NRG NTN.

• Collaborate with Finance, Product, BSS, Network, Legal, and Sales teams to transform commercial intentions into implementable and auditable settlement processes.

⛳️ Requirements

• Over 8 years of practical experience in wholesale roaming billing, network settlement, clearing, revenue assurance, or telecommunications standards.

• Advanced understanding of TAP3, RAP, BCE, CDR/mediation processes, DCH/FCH operations, and dispute resolution.

• Comprehensive knowledge of PLMN, TADIG, IMSI network numbering, roaming identities, and their implications on routing and settlement.

• Demonstrated experience in developing wholesale pricing or financial models and translating them into operational billing controls.

• Professional credibility in representing an operator or technology provider within GSMA or similar standards forums.

• Strong skills in cross-functional coordination and the ability to create effective mechanisms where industry standards may be lacking.

• Preferably direct experience with NTN, NB-IoT, IoT roaming, NRTRDE, or multi-TADIG and multi-PLMN architectures.

• Familiarity with major clearing platforms, GSMA portals, BigQuery/SQL, Jira, and Confluence is preferred.

• Previous experience in negotiating clearing relationships or influencing global industry specifications is a plus.
