This is a fully remote position, open to applicants in Texas.
• Act as the primary liaison between Raytheon Programs and vendors for medium- and high-complexity procurement tasks.
• Assist in the acquisition of materials, equipment, and services.
• Oversee procurement processes from RFx/solicitation through to purchase order issuance, management, and completion.
• Ensure that purchase orders and agreements adhere to FAR, DFARS, as well as company policies and procedures.
• Represent the Supply Chain within functional and cross-functional teams.
• Build and maintain relationships with suppliers and internal stakeholders.
• Lead supplier engagements and procurement activities, including build-to-print, performance specifications, and Supplier Statements of Work.
• Take part in capture and proposal initiatives, ensuring proper review of requirements flow-down.
• Create RFIs, RFQs, and RFPs.
• Direct Best Value Source Selection and down-select processes.
• Conduct price and/or cost analyses in accordance with FAR and DFARS standards.
• Formulate negotiation strategies and lead multifunctional negotiation teams.
• Negotiate pricing, schedules, and terms and conditions with suppliers and subcontractors.
• Prepare compliant documentation for purchase orders.
• Execute and oversee contractual activities and agreements, including PIAs, Letter Subcontracts, Long Term Agreements, and Bailment.
• Manage post-award purchase orders and evaluate supplier performance based on quality, schedule, financial, and program criteria.
• Communicate proactively while working with speed, agility, and compliance.
• Travel minimally as required.
• Generally requires a Bachelor’s degree along with a minimum of 5 years of relevant experience, or an advanced degree in a related field with at least 3 years of experience.
• Proven experience with DoD procurement/subcontract compliance regarding Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), as well as ITAR and import/export requirements.
• Must be a U.S. Person (U.S. citizen, permanent resident, refugee, or asylee) or eligible to secure necessary export authorizations.
• U.S. citizenship is essential to access information related to this program/contract.
• Adept in leading formal negotiations.
• Experienced with NDA/PIAs, RFx, and Purchase Order processes.
• Capable of performing duties with minimal oversight while thriving in a fast-paced, high-volume environment.
• Excellent communication skills with the ability to influence within a matrix organization.
• Familiarity with supplier management.
• Proficient in SAP and Microsoft Office Suite.
• Previous experience with various subcontract types, including FFP, T&M, CPFF, and CPIF.
• Ability to read and understand drawings, specifications, engineering documents, and complex SOWs.
• Knowledgeable about EXIM procurements and relevant rules and regulations.
• Experience with import/export regulations (ITAR/EAR).
