This is a fully remote position, open to applicants in Arizona.
• Oversee subcontract management for purchase orders utilizing integrated supply chain models.
• Create solicitations such as RFQs, RFPs, and RFIs.
• Assess quotations and proposals applying price and cost analysis techniques.
• Formulate negotiation strategies and conduct formal negotiations regarding pricing, delivery, and terms.
• Execute high-value, intricate purchase orders, including Firm Fixed Price and Cost-Type contracts.
• Carry out risk assessments and devise mitigation strategies and solutions.
• Travel to RTX and supplier locations as required, generally on a quarterly basis or more frequently.
• Manage escalations and address internal customer and supplier challenges.
• Oversee financial objectives linked to subcontract deliveries.
• Drive success in achieving business factory MRP goals.
• Manage metrics such as Late to Place, Late to Dock, and Delinquent Material.
• Initiate cost-reduction strategies and enhance performance in technical and quality domains.
• Report directly to the Procurement Manager.
• Bachelor's degree and 5 years of relevant experience, or an advanced degree and 3 years of relevant experience in supply chain management or a related field.
• Familiarity with and adherence to Federal Acquisition Regulations (FAR/DFARS), or experience in a similarly regulated industry.
• Proven experience in negotiating and managing written contractual agreements, including Firm Fixed Price and Cost Plus contracts.
• U.S. Person (U.S. citizen, permanent resident, refugee, or asylee) or eligible to obtain necessary export authorizations.
• Experience and/or knowledge of resource planning software (SAP / PRISM).
• Understanding of cost and pricing data along with proposal compliance.
• Capability to comprehend technical requirements, Statements of Work (SOW), and procured hardware and services.
• Experience leading subcontract management processes for build-to-print and build-to-performance specifications.
• Ability to juggle multiple conflicting priorities effectively.
• Practical knowledge in leading and managing processes, projects, and tactics within a designated work area.
• Extensive knowledge within a specific technical or professional field.
• Proven ability to drive favorable contract outcomes while maintaining positive supplier and cross-functional relationships.
