This is a fully remote position, open to applicants in United States.
• Deliver specialized knowledge in quantum computing, quantum information science, cryptography, and post-quantum cryptography for VA cybersecurity architecture and engineering projects.
• Evaluate the effects of quantum computing and related cybersecurity threats across VA systems, applications, infrastructure, data protection measures, and cryptographic frameworks.
• Review cryptographic implementations, protocols, algorithms, certificates, keys, and associated technologies for vulnerabilities related to quantum advancements.
• Create and sustain an enterprise-level cryptographic inventory along with risk-based migration priorities.
• Formulate Cryptographic Inventory and Migration Plans, and propose strategies for transitioning to post-quantum cryptography.
• Offer technical direction in accordance with NIST standards for post-quantum cryptography, including FIPS 203, FIPS 204, and FIPS 205.
• Assess quantum-resistant algorithms and technologies throughout enterprise systems, networks, cloud settings, data protection solutions, and identity infrastructures.
• Aid in the development of crypto-agile architectures and strategies for cryptographic modernization.
• Conduct technical analysis, prototyping, modeling, and testing utilizing classical and quantum simulation tools.
• Design, implement, and validate cryptographic algorithms and engineering solutions in Python, C++, and Java.
• Employ Qiskit, Cirq, Quipper, and the Microsoft Quantum Development Kit for research, simulation, testing, and technical evaluations.
• Execute security posture evaluations, architecture assessments, and engineering reviews.
• Formulate recommendations to address cryptographic weaknesses and risks associated with "harvest now, decrypt later" scenarios.
• Assist in the development of secure solution architectures, security patterns, reference architectures, policies, standards, and governance documentation.
• Engage in design and architecture reviews, modernization projects, pilots, working groups, and governance forums.
• Collaborate with stakeholders from cybersecurity, application development, cloud services, DevSecOps, network management, identity, program management, and Government entities.
• Articulate quantum and cryptographic threats to technical teams, leadership, and executive management.
• Produce technical evaluations, white papers, implementation recommendations, risk analyses, briefings, and presentations.
• Monitor emerging capabilities in quantum computing, cryptographic technologies, and evolving standards.
• Facilitate requirements development, configuration management, risk tracking, implementation planning, and transition sequencing.
• A Bachelor’s degree in Cybersecurity, Mathematics, Computer Science, or a related discipline.
• At least 10 years of IT experience, including a minimum of 5 years in quantum computing and cryptography within a large corporation or Government agency comparable to GSA, IRS, DoD, or VA.
• Certification in one of the following: IAT III, IAM III, or IASAE III.
• This position is contingent upon contract award.
