Port & Maritime Workforce Development Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Evaluate workforce demand, occupational pathways, and skills gaps in the port, maritime, logistics, and related industries.

• Develop or enhance recruitment, pre-apprenticeship, apprenticeship, training, and placement pathways.

• Facilitate collaboration among employers, labor organizations, training providers, community groups, and municipal workforce initiatives.

• Create program models, partnership agreements, implementation strategies, budgets, and metrics for performance evaluation.

• Examine labor-market and program data and translate findings into actionable recommendations for agency leaders.

• Assist in participant-centered design, outreach efforts, and ongoing improvement assessments of workforce programs.

• Provide qualifications and narratives of past performance for AlphaGov proposals when permitted to be named.

• Engage in ongoing workforce projects with port authorities, municipalities, and regional workforce boards.

• Verify the scope, schedule, and fees before commencing any engagement.


⛳️ Requirements

• Proven experience in designing or managing workforce development programs, sector partnerships, or talent pipelines.

• Understanding of employer engagement, training-provider coordination, career pathways, and participant support frameworks.

• Excellent skills in program design, facilitation, partnership management, and performance evaluation.

• Comfortable working as a 1099 project-based consultant, with a remote-first approach and travel to port and partner locations as needed.

• Background in ports, maritime operations, logistics, transportation, or skilled trades workforce systems.

• Knowledge of WIOA, Registered Apprenticeship, sector partnership, or economic development initiatives.

• Experience working with port authorities, major urban agencies, or multi-partner workforce funding grants.
