This is a fully remote position, open to applicants in United States.
• Provide guidance to Government leadership on organizational structure, manpower policies, force composition, and workforce alignment.
• Evaluate mission needs, functions, workload, and operational priorities to ascertain organizational and staffing requirements.
• Create, review, validate, and sustain Unit Manning Documents (UMDs) that reflect sanctioned manpower authorizations.
• Ensure that UMD positions accurately represent grades, occupational specialties, skill levels, duty titles, position numbers, workforce categories, and organizational assignments.
• Reconcile UMD data with organizational charts, manpower authorizations, personnel records, and recognized manpower and human resources systems.
• Identify manpower deficiencies, surplus authorizations, grade or skill discrepancies, unfunded needs, and organizational shortfalls.
• Formulate recommendations for adding, removing, realigning, redesignating, or altering military, civilian, and contractor roles.
• Prepare manpower change requests, organizational change packages, position crosswalks, and supporting justification documents.
• Design and enhance organizational structures based on mission requirements, functions, workload, and span-of-control considerations.
• Assess organizational changes for their impact on readiness, command relationships, personnel, funding, facilities, resources, and mission performance.
• Conduct organizational and manpower studies utilizing mission analysis, workload data, staffing standards, process reviews, and stakeholder feedback.
• Develop manpower requirements, staffing models, and business-case analyses for Government leadership.
• Facilitate manpower working groups, organizational design workshops, staffing reviews, and senior-leader decision-making forums.
• Analyze workforce composition and recommend the optimal mix of military, civilian, and contractor personnel.
• Produce organizational charts, mission and function statements, implementation plans, decision briefings, executive summaries, and status reports.
• Establish business rules, standard operating procedures, templates, and data-quality controls.
• Create manpower metrics, dashboards, risk assessments, and decision-support materials for command-level governance.
• Train and counsel manpower representatives and staff on UMD interpretation, organizational change procedures, documentation requirements, and manpower processes.
• Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility and the capability to retain access to classified DoD information.
• Over 10 years of pertinent DoD experience in manpower, personnel, force management, organizational development, or force structure.
• Willingness to travel as necessary.
• Senior-level experience supporting a headquarters, major command, field command, service component, or a similar DoD organization.
• Proven experience in developing, reviewing, validating, and maintaining UMDs or similar manpower authorization documents.
• In-depth knowledge of military and civilian manpower policies, organizational structure standards, position authorization processes, and force-management principles.
• Experience in analyzing manpower requirements, mission functions, workload, staffing standards, grades, occupational specialties, skill levels, and workforce categories.
• Background in preparing and coordinating manpower and organizational change requests, position realignments, and supporting justification materials.
• Demonstrated ability to reconcile UMD data with organizational charts, personnel records, manpower authorizations, and workforce-management systems.
• Experience in identifying manpower shortages, excess authorizations, unfunded requirements, grade or skill mismatches, and organizational gaps.
• Ability to develop organizational structures, staffing models, position crosswalks, mission and function statements, and implementation plans.
• Familiarity with Department of the Air Force (DAF) and U.S. Space Force (USSF) organizational, manpower, and personnel policies and procedures.
• Bachelor's degree in business management, engineering, or a related field of study.
• Must be a U.S. Citizen.
• Ability to meet security investigation and government-information access eligibility criteria.
• Physical capability to sit or stand for prolonged periods, type and read from a computer screen, bend, reach, kneel, and lift up to thirty pounds as required.
