Organizational Development Lead

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the development of the future-state governance operating model encompassing mandates and outcomes, customer services, organizational roles, processes and handoffs, workforce capacity, technology and data, and performance indicators.

• Integrate insights from stakeholder interviews, collaborative sessions, and workshops into actionable artifacts and future-state maps.

• Develop reusable blueprints, toolkits, templates, and operating guidelines that align with client workflows and tools.

• Establish governance and decision-making frameworks, including governance bodies, decision rights, delegated authority, forums, cadence, escalation routes, and decision tracking mechanisms.

• Facilitate working sessions and governance forums that yield decisions, ownership, and actionable next steps.

• Define and implement the roles of Service Owner and Product Owner along with other essential responsibilities.

• Create development and coaching pathways for new responsibilities.

• Lead change management and adoption strategies across sponsor and stakeholder engagement, communication, resistance handling, reinforcement, and measurement of adoption.

• Collaborate with product, technology, HCD/service design, and monitoring and evaluation teams.

• Manage the OD workstream comprehensively, including scope, sequencing, deliverables, dependencies, stakeholders, and client alignment.

• Represent the OD workstream in sprint planning, sprint reviews, and client governance updates.

• Supervise staff engaged in the workstream by prioritizing tasks, allocating work, setting quality expectations, and removing obstacles to delivery.

⛳️ Requirements

• Bachelor's degree.

• At least eight years of experience in organizational development, organization design, or organizational change, with a focus on leading a client-facing workstream or a similar body of work.

• Proven experience in designing a future-state operating model or functional organization design and creating actionable artifacts such as service models, role charters, decision rights, and process and handoff maps.

• Experience in crafting governance and decision-making structures, including decision rights, delegated authority, forum cadence, and escalation paths.

• Practitioner-level change management experience utilizing a recognized framework, covering sponsor engagement, resistance management, reinforcement, and adoption measurement.

• Experience in defining roles, capabilities, or competency expectations and crafting development, coaching, or cohort-based pathways.

• Background in supporting digital modernization, service delivery, product, or technology-enabled transformation.

• Experience in leading iterative delivery and managing relationships with senior clients.

• Experience in overseeing a workstream, delegating tasks, and making technical decisions that influence delivery timelines.

• Proven accountability to established project timelines and deliverables.

• Capacity to obtain and maintain a favorable Public Trust determination.

• Legally authorized to work in the US.

• Prosci or a similar change practitioner certification is preferred.

• Federal experience, especially in digital service, service delivery, or platform modernization programs, is a plus.

• Familiarity with product and service operating models and the responsibilities of Service Owner and Product Owner is advantageous.

• Experience in human-centered design or service design is a plus.

• Executive-level facilitation experience is desirable.

• Experience in evaluation focusing on adoption, behavior change, and operational outcomes is beneficial.
