This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Assist with Federal acquisition processes throughout the entire acquisition lifecycle, encompassing planning, solicitation, award, administration, and closeout.
• Understand and apply Federal acquisition regulations, policies, and procedures, including the FAR and HHSAR.
• Aid in the development and assessment of procurement request packages and acquisition documentation.
• Draft and review acquisition strategies, SOWs, PWSs, IGCEs, source selection plans, business case analyses, and associated documentation.
• Provide both pre-award and post-award acquisition assistance for services, supplies, and IT needs.
• Oversee acquisition activities, milestones, and performance metrics, including PALT.
• Support source selection efforts, including evaluation documentation and procurement records.
• Deliver contract administration support, encompassing invoice review, coordination of post-award conferences, maintenance of contract files, and correspondence.
• Assist with FOIA requests and manage procurement-sensitive information appropriately.
• Utilize automated acquisition and contract writing systems to monitor procurement status, funding, milestones, and contract closeout activities.
• Collaborate with Contracting Officers (COs), Contracting Officer Representatives (CORs), program offices, and stakeholders to identify acquisition challenges and propose solutions.
• Create clear, accurate, and timely written communications, reports, and acquisition documentation.
• At least five (5) years of progressively responsible experience in supporting Federal acquisition activities throughout the acquisition lifecycle.
• Proven experience in providing pre-award and post-award support for Federal acquisitions.
• Solid understanding and experience in applying the FAR and other relevant Federal acquisition regulations, policies, and procedures.
• Experience in developing and/or reviewing Federal acquisition documentation, such as SOWs, PWSs, IGCEs, acquisition strategies, and source selection documentation.
• Familiarity with automated acquisition and/or contract writing systems.
• Strong analytical, organizational, problem-solving, written communication, and interpersonal skills.
• A Bachelor’s degree or higher from an accredited institution.
• Alternatively, a minimum of ten (10) years of directly related Federal acquisition experience may be considered in place of a bachelor’s degree.
• Experience with NIH or HHS acquisition organizations is preferred.
• Knowledge and experience in applying the HHSAR is preferred.
• Experience in preparing acquisition documentation using NIH acquisition systems is preferred.
