Manager, Policy – Utility Partnerships & Innovation

This is a fully remote position, open to applicants in United States.

📋 Description

• Implement CEBA's strategic policy initiatives, with a focus on the "activate utilities" initiative.

• Cultivate CEBA's partnerships with utilities to create collaboration and partnership opportunities that cater to expanding large loads.

• Manage high-impact projects and lead stakeholder engagement efforts.

• Develop and execute initiatives that align with CEBA's mission, vision, and core principles.

• Contribute to strategic planning by pinpointing opportunities for program development and market impact.

• Supervise assigned programmatic priorities, ensuring delivery of high-quality outputs and measurable results.

• Advocate for CEBA's positions with regulatory bodies, policymakers, and industry stakeholders.

• Conduct research and analysis on clean energy access, regional transmission policies, and utility decarbonization pathways.

• Produce white papers, reports, and policy briefs.

• Manage public comment processes, coalition-building activities, and stakeholder meetings.

• Lead projects, including planning, budgeting, and execution phases.

• Facilitate cross-functional collaboration with CEBA teams.

• Oversee consultants, technical experts, and external partners.

• Mentor and provide support to junior staff and colleagues.

• Build relationships with government agencies, policymakers, public utility commissions, businesses, NGOs, and utilities.

• Lead working groups, meetings, and stakeholder gatherings.

• Participate in or manage regulatory dockets related to utility planning and clean energy customer tariffs.

• Articulate strategic objectives through presentations, reports, and direct engagement.

• Represent CEBA at industry conferences and events.

• Perform other related duties as assigned.

⛳️ Requirements

• A minimum of 7 years of experience in a relevant industry, or a Bachelor's degree with 5+ years of experience in a relevant field, or a Master's degree with 3+ years of experience in a relevant field.

• At least 2 years of experience employed by or directly involved with a vertically integrated utility in a regulatory, advocacy, or partnership role.

• A minimum of 1 year of experience in policy analysis, market development, regulatory process engagement, or program implementation.

• A minimum of 1 year of experience working with multi-stakeholder groups, coalitions, or industry initiatives.

• Strong analytical skills to evaluate complex issues, develop innovative solutions, and effectively communicate recommendations.

• Excellent verbal and written communication skills, with the ability to convey technical concepts to non-technical audiences.

• Experience in designing clean energy customer programs and ratemaking.

• Familiarity with regulatory processes, transmission policy, and/or utility business and planning procedures.

• Knowledge of corporate, industrial, and institutional clean energy procurement strategies.
