Manager of Training and Instructional Design

This is a fully remote position, open to applicants in United States.

📋 Description

• Act in a senior leadership capacity within the HMIS system administration team.

• Supervise personnel and initiatives related to the development and delivery of HMIS training, capacity building, and professional growth.

• Ensure that training for around 8,000 HMIS end users complies with U.S. Department of Housing and Urban Development and Continuum of Care standards.

• Create, develop, and facilitate top-notch in-person and virtual learning experiences.

• Collaborate with CoC HMIS and data leadership, HMIS vendors, technical support teams, and both internal and external stakeholders.

• Attend meetings with the HMIS vendor to gain insights into features, functionalities, and UI/UX modifications.

• Establish systems to monitor HMIS end-user training compliance and provide remedial training as part of corrective action plans.

• Maintain expert-level knowledge of HUD and CoC HMIS regulations regarding data standards, reporting, privacy, security, policies, and procedures.

• Create training and knowledge-transfer opportunities through effective facilitation and presentations.

• Implement quality assurance and control measures to ensure training content is accurate and accessible.

• Work alongside program, policy, and technical teams to ensure training aligns with policy priorities as well as federal, state, and local requirements, incorporating person-centered and trauma-informed practices.

• Utilize help desk and ticketing feedback to identify and address prevalent or high-impact training needs.

• Employ adult learning principles and instructional design techniques to enhance engagement and knowledge retention.

• Set training efficacy metrics and initiate continuous quality improvement processes.

• Manage contracts for in-person training labs and virtual training platforms.

⛳️ Requirements

• Bachelor’s Degree in Learning and Development, Organizational Management, Education, Public Policy, Business or Public Administration, Urban Planning, Social Work Administration, or a related field; equivalent experience may be taken into account.

• An advanced degree is highly preferred.

• At least 5 years of experience in developing and delivering training and capacity-building materials, ideally for an HMIS software or a similar information technology platform.

• Exceptional verbal, interpersonal, and written communication abilities.

• Capability to clarify complex concepts to non-technical partners, stakeholders, and training participants.

• Ability to oversee approximately five HMIS trainers while providing constructive feedback and opportunities for professional development.

• Experience in translating technical concepts for non-technical audiences employing evidence-informed practices and adult learning principles.

• Competence in prioritizing and managing multiple tasks concurrently in a dynamic, fast-paced environment while adhering to tight deadlines.
