This is a fully remote position, open to applicants in Maryland.
• Oversee and manage the entire lifecycle of capital works projects, from their initial concept and design phases to construction and commissioning.
• Collaborate with relevant stakeholders to develop project scopes, objectives, and conduct technical feasibility studies.
• Prepare and track budgets, control expenditures, and ensure adherence to approved financial plans.
• Coordinate activities and resolve issues by liaising with government agencies, contractors, and consultants.
• Negotiate and manage contracts with vendors and contractors.
• Obtain necessary permits, licenses, and approvals from appropriate authorities.
• Monitor project progress and manage aspects such as scope, schedule, cost, health and safety, while providing reports to management.
• Identify, evaluate, and mitigate project risks effectively.
• Maintain detailed project records, including plans, specifications, and compliance documents.
• Lead teams, supervise staff, and manage contract consultants across various projects.
• Extensive knowledge of project management and the construction industry.
• Experience in public works, infrastructure, or capital improvement programs.
• Proficient in budgeting, financial planning, and managing capital programs.
• Demonstrated ability to lead teams, supervise staff, and manage contract consultants.
• Exceptional communication, negotiation, and problem-solving abilities.
• Familiarity with governmental fiscal policies, procurement processes, and regulatory frameworks.
• Strong understanding of mechanical systems, material handling, and technology processes.
• Proven experience in managing contractors and consultants effectively.
• Field or operational experience with a solid grasp of procedures and field implementation is strongly preferred.
• Knowledge of construction practices, including gas handling, cogeneration, process systems, solids handling, anaerobic digestion, heat recovery, and drying technologies is desirable.
• Experience in business development pricing, costing, and presentation skills is also desirable.
• General computer proficiency, including Microsoft Project, Microsoft Office, RS Mean, and AutoCAD.
• Willingness to travel up to 50%.
