This is a fully remote position, open to applicants in California.
• Manage daily operations of HMIS for a significant Continuum of Care.
• Ensure the reliability, efficiency, quality, and adherence to contracts and service level agreements.
• Deliver data projects, reports, analytical outputs, system upgrades, and feature releases on schedule, within the defined scope, and budget.
• Create and implement processes to enhance system performance, availability, and data integrity.
• Troubleshoot complex technical and operational challenges with the HMIS vendor and cross-functional teams.
• Enforce HUD HMIS requirements along with CoC HMIS policies and procedures.
• Collaborate with CoC leadership, the HMIS vendor, technical support teams, and both internal and external stakeholders.
• Evaluate funder and policymaker reports for data integrity, compliance, and usability.
• Articulate technical concepts to both technical and non-technical audiences.
• Oversee the professional growth of data analysts, system administrators, quality assurance specialists, and technical specialists.
• Align CoC and organizational strategies with the priorities of the HMIS team.
• Provide coaching, constructive feedback, and development planning.
• Promote a high-performance, inclusive, and collaborative team environment.
• Allocate resources effectively and plan workforce requirements.
• Monitor system performance and identify areas for optimization.
• Report on HMIS vendor performance, participation metrics, data quality, and performance indicators to organizational and CoC leadership.
• Support adherence to organizational standards and best practices.
• Eliminate operational barriers and coordinate efforts across teams and departments.
• Foster continuous improvement in processes, tools, and workflows.
• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy and Administration, Business, Planning, or a related field; equivalent experience may be taken into account.
• Professional experience with HMIS and homeless services data systems, demonstrating a comprehensive understanding of HMIS software requirements.
• Proven track record of managing professional teams and achieving operational or technical results.
• Strong grasp of data systems, operations, and technical environments.
• Solid understanding of project management methodologies applicable to software development and the data management lifecycle.
• Experience in complex problem-solving within data or system-related contexts.
• Proficient in interpreting data and analytical reports, discerning policy implications, and formulating recommendations for executive leadership.
• Familiarity with HMIS governance, policy, and administration.
• Preferred: capability to implement long-term strategies through measurable work plans and contracts/subcontracts.
• Preferred: experience in training delivery and providing technical assistance.
• Preferred: knowledge of the McKinney-Vento Act and regulations governing CoC and ESG programs, along with other federal mainstream housing and services programs.
