This is a fully remote position, open to applicants in United States.
• Oversee and manage the Blackboard Learning Management System (LMS) environment, including user accounts, roles, permissions, course setups, enrollments, and system configurations.
• Create, configure, maintain, archive, and restore courses and training content within the Blackboard platform.
• Deliver technical and functional support to instructors, training administrators, and learners.
• Resolve LMS issues pertaining to user access, course content, enrollments, assessments, and system functionality.
• Facilitate the digitization and migration of existing training curricula and instructional materials into the Blackboard system.
• Collaborate with training teams and subject matter experts to structure classroom-based or legacy training materials for efficient online delivery.
• Upload and manage a variety of training materials, assessments, videos, documents, learning activities, and other digital content.
• Assist in the development and upkeep of online and blended-learning courses.
• Support integrations with Blackboard and third-party learning tools.
• Monitor the performance, usage, course activity, and overall health of the LMS.
• Generate reports concerning training completion, enrollment statistics, learner activities, and other program requirements.
• Aid in LMS upgrades, testing, releases, and configuration modifications.
• Maintain comprehensive documentation, standard operating procedures, user guides, and training materials for the LMS.
• Ensure that digital training content adheres to relevant accessibility and organizational standards.
• Coordinate with IT, training, instructional design, and program teams to align with training objectives.
• 3–5 years of experience in supporting or managing Learning Management Systems.
• A minimum of 2 years of direct experience in Blackboard administration.
• Bachelor's degree in Information Technology, Instructional Technology, Education, Training and Development, Information Systems, or a related field.
• Relevant professional experience may be accepted in place of a degree based on contract stipulations.
• Proficiency in managing Blackboard users, courses, enrollments, permissions, assessments, and reporting functionalities.
• Experience in supporting training, education, workforce development, or professional learning initiatives.
• Proven experience in converting or migrating traditional training materials into digital or LMS-based formats.
• Ability to troubleshoot LMS and end-user issues effectively.
• Strong grasp of online learning and training delivery methodologies.
• Capability to work directly with instructors, trainers, and subject matter experts.
• Excellent documentation, communication, organizational, and customer service skills.
• Ability to manage multiple courses, training requirements, and priorities simultaneously.
• Public Trust clearance is required.
• Preferred: Experience with Blackboard Learn Ultra.
• Preferred: Experience in digitizing instructor-led or classroom-based curricula.
• Preferred: Background in supporting federal government, DoD, law enforcement, higher education, or enterprise training environments.
• Preferred: Familiarity with SCORM, xAPI, LTI, or similar digital learning standards.
• Preferred: Knowledge of Section 508 and digital accessibility requirements.
• Preferred: Experience with multimedia training content, assessments, surveys, and learning evaluations.
• Preferred: Experience with LMS reporting and training-completion tracking.
• Preferred: Understanding of instructional design principles and concepts of adult learning.
