This is a fully remote position, open to applicants in Washington.

📋 Description

• Oversee the execution of the Government-mandated learning and career-development framework for a cohort of 10 to 25 individuals at the early stages of their acquisition careers.

• Create and uphold the Development Framework and Curriculum Plan.

• Facilitate learning across various areas including federal acquisition, procurement, contracting, business, customer engagement, market research, acquisition planning, data literacy, digital acquisition, emerging technologies, communication, negotiation, project management, leadership, ethics, and career planning.

• Design and conduct workshops, case studies, speaker series, leadership engagements, peer-learning sessions, mission briefings, innovation challenges, capstone projects, networking sessions, and communities of practice.

• Develop facilitator guides, participant materials, job aids, learning schedules, presentations, exercises, case materials, assessments, and accessible digital resources.

• Assist participants in creating their Individual Development Plans and developmental roadmaps.

• Establish protocols for enrollment, attendance tracking, program completion, make-up activities, communication, resource distribution, feedback collection, and maintenance of learning records.

• Coordinate the development of mentor and mentee guides, matching assistance, orientation, engagement tracking, pulse surveys, and issue escalation.

• Support rotational and developmental assignments, which include setting objectives, scheduling, stakeholder communication, feedback collection, completion tracking, and documentation of outcomes.

• Maintain comprehensive data on participant learning and development, including training, IDP milestones, certifications, rotations, mentoring, competencies, assignments, feedback, risks, and corrective actions.

• Utilize Government-approved status criteria to identify participants who are on track, at risk, or falling behind, and suggest appropriate interventions.

• Create strategies for measuring learning outcomes that encompass reaction, learning, application, milestone achievement, competency advancement, participant and supervisor experience, and overall program effectiveness.

• Analyze the correlation between developmental activities and participant progression, retention, competency enhancement, and career milestones.

• Provide metrics, trends, risks, insights, and recommended actions for dashboards, reports, analytics, executive summaries, evaluations, and continuous improvement assessments.

• Conduct regular needs assessments and leverage stakeholder feedback to pinpoint gaps, barriers, effective practices, and automation possibilities.

• Coordinate recommendations for framework changes with officials in acquisition workforce development and certification.

• Maintain curriculum assets, data definitions, operational procedures, version histories, lessons learned, and transition documents.

• Ensure that all products and records adhere to federal privacy, information security, records management, system access, and Section 508 guidelines.

• Address inquiries from the Government and participants within established service levels and escalate significant gaps as necessary.


⛳️ Requirements

• A minimum of 10 years of progressively responsible experience in learning and development, instructional design, curriculum implementation, workforce development, talent development, adult education, organizational development, or a closely related area.

• A Bachelor's degree in instructional design, adult education, organizational development, human resources, learning sciences, public administration, business, or a related field.

• Proven experience in leading comprehensive learning programs from needs assessment and curriculum design through delivery, administration, evaluation, reporting, and continuous enhancement.

• Advanced understanding of adult learning principles, instructional design, blended learning, facilitation, assessment, learning transfer, and program evaluation methodologies.

• Experience in developing measurable learning objectives, sequenced curricula, facilitator guides, participant materials, exercises, job aids, surveys, assessments, and learning evaluation strategies.

• Experience in managing individual development plans, competency frameworks, mentoring initiatives, rotational assignments, cohort learning, leadership development, or early-career development programs.

• Capability to translate policy, competency, certification, and workforce requirements into practical learning experiences and measurable developmental milestones.

• Experience in analyzing learning and development data and effectively communicating findings to program and executive stakeholders.

• Strong skills in facilitation, presentation, consultation, coaching, stakeholder management, writing, editing, and project coordination.

• Ability to manage multiple concurrent learning events, participant requirements, deliverables, dependencies, and shifting priorities while ensuring accurate documentation and quality control.

• Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.

• Familiarity with a learning management system, survey platform, virtual learning platform, or similar educational technology.

• Ability to safeguard applicant and employee information while meeting applicable federal suitability, onboarding, confidentiality, accessibility, records, and information handling standards.

• Must reside in the contiguous United States.

• Must be willing to travel to Washington, DC, and other locations occasionally as required.
