Lead Business Analyst – Environmental Data Integration

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the primary business analysis leader for the comprehensive federal environmental data integration initiative.

• Offer subject matter expert-level knowledge in Endangered Species Act Section 7 consultation processes, platform workflows, and inter-agency collaboration.

• Lead the gathering and documentation of requirements for species display, decision logic, templates, and modifications in consultation routing.

• Perform a gap analysis to identify discrepancies between existing platform functionalities and integration necessities.

• Organize collaborative requirements workshops with subject matter experts from FWS Ecological Services and NOAA Fisheries.

• Create documentation for consultation logic alignment for use by joint agencies.

• Assist in verifying compliance for species list generation, decision logic, template content, and consultation routing.

• Manage government approvals and sign-offs on deliverables that are critical for compliance.

• Design pilot consultation workflows that encompass all types of consultations.

• Evaluate pilot outcomes and live consultation feedback, translating insights into system improvements.

• Produce the Pilot Report with Metrics, detailing cycle times, completion rates, defect summaries, and actionable insights.

• Develop the ESA Section 7 Compliance Validation Checklist.

• Oversee the review and acceptance processes for Updated DKeys and Consultation Package Builder Assets.

• Contribute to the development of final operational documentation and year-end reports.

⛳️ Requirements

• A Bachelor's degree with 10 years of professional experience, a Master's degree with 8 years of professional experience, an Associate's degree with 12 years of professional experience, or a high school diploma/equivalent with 16 years of professional experience.

• U.S. Citizenship is mandatory.

• Capability to obtain and sustain a Public Trust clearance.

• Significant business analysis experience in federal IT programs.

• Proficiency in Endangered Species Act - Section 7 consultation processes.

• Background in federal environmental regulatory systems and multi-agency coordination.

• Strong skills in requirements gathering, documentation, and stakeholder facilitation.

• Experience in supporting compliance validation efforts in federal programs.

• Familiarity with capturing and reporting pilot metrics including cycle times, completion rates, and defect summaries.

• Experience in facilitating OMB or executive-level government reviews and preparing demonstrations.

• CBAP or similar business analysis certification is preferred.

• Direct experience with FWS IPaC, Ecological Services, or NOAA Fisheries systems is preferred.

• Experience with DOI, FWS, or NOAA Fisheries programs is preferred.

• Knowledge of federal data migration or system integration projects is preferred.

• An active Public Trust Clearance is preferred.
