This is a fully remote position, open to applicants in Virginia.
• Lead the execution of enterprise-level industrial cooperation and offset deliverables.
• Oversee the preparation, review, approval, and implementation of offset and industrial engagement plans, proposals, transactions, and agreements.
• Assist Business Development capture teams in their pursuit of new business opportunities.
• Identify strategies for offset and industrial engagement while conducting development projects to gain a competitive advantage.
• Drive enterprise-wide initiatives to fulfill industrial cooperation and offset obligations.
• Provide advisory support to the enterprise regarding offset and industrial engagement activities.
• Serve as a liaison among senior leadership, management, and key stakeholders concerning customer issues related to offset and industrial participation.
• Collaborate with sector functional stakeholders and international program offices to explore offset and industrial participation opportunities.
• Organize departmental and enterprise-wide functional teams, prioritizing the development of products and opportunities.
• Interpret and implement strategic policies, processes, and procedures that align with enterprise objectives.
• Assist sectors during customer contract negotiations.
• Formulate projects and strategies for offset and industrial participation aimed at gaining recognition for generated value and offset credits.
• Maintain a global network of expertise and contacts regarding offset and industrial participation policies and practices.
• Create and uphold enterprise-level policies and procedures for offset and industrial participation.
• Develop, socialize, and enhance offset credit claim sheets with international customers and offset authorities.
• Create, submit, and manage offset transaction sheets with foreign customers and offset authorities.
• Gather and analyze data from industry teammates and suppliers for offset reporting obligations.
• Examine economic outcomes and suggest approaches based on country-specific offset priorities and partner-country regulations.
• Supervise relevant business-winning processes for industry engagement and spearhead improvement activities aimed at securing business wins.
• Bachelor’s degree with over 10 years of related experience in industrial policy, offsets, or business development; or a Master’s degree with at least 8 years of relevant experience.
• A suitable combination of education and experience may be considered in lieu of degree requirements.
• Extensive executive-level communication and staffing experience in industrial cooperation, strategic development, and marketing programs.
• Proven experience in creating executive-level briefings, reports, and marketing campaign plans for international clients.
• Technical proficiency and application of program management principles, concepts, and practices.
• Strong program management and leadership capabilities, including organizing, planning, scheduling, and coordinating workloads to meet deadlines and milestones.
• Ability to create solutions that necessitate the coordination of technologies across program requirements.
• Excellent communication, leadership, presentation, and interpersonal skills.
• Capability to engage with departments, management, staff, customers, potential customers, and government representatives.
• Customer-centric; able to work autonomously as well as collaboratively within a team environment.
• Willingness to work extended hours and travel as needed.
• Experience collaborating with industry teammates and suppliers while engaging with international clients.
• Demonstrated success in aligning teams and organizations towards a shared objective.
• Ability to cultivate deep industrial relationships based on understanding and trust.
• Preferred: Master's degree in business administration or a related field, plus 13 or more years of progressively complex experience in business development and industrial cooperation.
• Experience in developing comprehensive program controls for performance, budget, and schedule management.
• Management experience in executing cross-functional projects involving operations, business development, engineering, production, and sustainment within contractual limits.
• Proven ability to lead and enhance project team performance to meet or exceed customer expectations.
• Knowledge of Foreign Military Sales and Direct Commercial Sales requirements development and contracting processes.
• Background in aviation operations, maintenance, repair and overhaul, sustainment, and training.
• Experience with FMS government acquisition programs and international programs is a plus.
• Strong negotiation and conflict/dispute resolution skills.
• Results-driven and independent thinker, with analytical and decision-making abilities based on available data.
• Keen attention to detail and adherence to government processes and forms.
• Excellent writing and research capabilities.
• Proficient in Excel, data management, and the creation of charts and reports.
• Willingness to travel up to 25%.
