This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Deliver support and training for products and services related to Job Order Contracting (JOC) for clients within a designated geographic region.
• Organize and maintain detailed activity schedules to achieve procurement goals within established timeframes.
• Execute and comply with project procedures from initial project identification through to construction execution for various Job Orders.
• Aid in supervising the development and evaluation of project scopes of work.
• Assess proposals to ensure adherence to contract requirements.
• Facilitate processes from notice to proceed through to construction execution.
• Interpret and comprehend construction plans and specifications.
• Perform thorough reviews of price proposals.
• Develop and evaluate detailed construction line-item proposals.
• Educate contractors on Gordian software and client protocols.
• Assist clients with the contract bidding process.
• Liaise with clients and internal team members to ensure projects are completed on schedule and within budget.
• Bachelor’s Degree in Engineering, Architecture, Construction Management, or a related discipline, or equivalent professional experience.
• Over 5 years of experience in construction procurement, construction management, or general contracting, particularly in facilities and road construction, is preferred.
• Extensive familiarity with commercial public construction operations, pricing, and contracting, including scope development and estimating/price proposal formulation.
• Strong analytical abilities and problem-solving skills.
• Capability to manage multiple projects in both development and field settings concurrently.
• Exceptional customer service and communication abilities.
• Strong interpersonal skills and ability to build effective teams.
• Adaptability, strategic thinking, problem-solving aptitude, goal-oriented, client-focused, capable of delivering results, meeting client and corporate deadlines, proficient time management skills, self-motivated, and able to work effectively both independently and in a team environment.
• Proficient in Microsoft Office Suite, including Word and Excel.
• Ability to create and generate custom tracking documents and reports.
• Experience in construction documentation and administration is preferred, but not mandatory.
• Experience with Job Order Contracting or IDIQ is required.
• Thorough understanding of various public procurement and project delivery methods and requirements.
• Willingness to travel 30-50% of the time.
