This is a fully remote position, open to applicants in United States.
• Take charge of the complete human resources function for the company and act as the main HR contact for both employees and managers.
• Oversee recruiting, onboarding, Paylocity, payroll, SCA compliance, benefits and 401(k) management, employee relations, performance appraisals, and offboarding processes.
• Manage Paylocity employee records, including recruiting and onboarding workflows, payroll, timekeeping, benefits, leave, reporting, access, and integrations.
• Handle payroll from the review of timecards through to submission, including labor coding, deductions, SCA fringe payments, reimbursements, and corrections.
• Conduct payroll audits, resolve discrepancies, secure necessary approvals, coordinate multistate payroll tax setup, and assist with year-end reporting.
• Address Paylocity issues, work with support, train users, maintain procedural documentation, and generate workforce and payroll reports.
• Review contract wage determinations and manage SCA wages, classifications, health and welfare benefits, vacation, holiday, sick leave, fringe benefits, and cash payments.
• Monitor changes in wage determinations, contract modifications, predecessor service, effective dates, compliance assessments, audits, and contractor reporting.
• Oversee full-cycle recruiting processes, including offers, screenings, employment eligibility verification, onboarding, orientation, staffing transitions, qualifications, training, and separations.
• Administer health, welfare, 401(k), leave, accommodations, workers’ compensation, unemployment, ACA, ERISA, and Form 5500 support activities.
• Address employee concerns, coach managers, conduct or coordinate investigations, document corrective actions, and assist with customer-site employee issues.
• Manage performance reviews, training initiatives, improvement plans, employee engagement, recognition programs, feedback initiatives, handbook updates, HR procedures, records, and compliance calendars.
• Report on workforce trends, staffing, payroll exceptions, training, and open HR matters to leadership; recommend priorities and process enhancements.
• Collaborate with the CEO, finance and accounting advisors, program managers, contracting partners, external providers, IT, security personnel, and legal counsel.
• Minimum of 4 years of progressive HR generalist experience, including at least 2 years of direct support for a federal contractor with an SCA-covered workforce.
• A minimum of 2 years of hands-on experience as a Paylocity administrator, encompassing payroll, timekeeping, employee records, recruiting and onboarding workflows, benefits, and reporting.
• Proven experience in independently managing the employee lifecycle, payroll, benefits, employee relations, and records for a small to midsize organization.
• Solid understanding of SCA requirements, multistate payroll coordination, relevant employment laws and contractor reporting, benefits administration, and confidential records management.
• Direct experience as a Paylocity administrator.
• Practical knowledge of the Service Contract Act in the context of federal government contracting.
• Strong judgment, follow-through, communication skills, and proficiency in Microsoft Excel.
• Capability to manage conflicting deadlines and analyze HR and payroll reports effectively.
• Bachelor’s degree in HR, business, or a related field, or equivalent relevant experience.
• Must be available for travel as required to customer sites.
• SHRM-CP or PHR certification is preferred.
• Experience with government contract transitions, contracting partners, and distributed workforces is preferred.
• Familiarity with benefits platforms and retirement plan providers is preferred.
• Experience supporting HUBZone documentation, personnel security requirements, or employee engagement programs is preferred.
