This is a fully remote position, open to applicants in United States.
• Classify Federal positions from entry to senior levels across engineering, scientific, specialist, and administrative fields.
• Review, update, revise, and create position descriptions.
• Conduct thorough job analyses and desk audits, including interviews with current employees and supervisors.
• Assess positions using General Schedule and Federal Wage System standards alongside factor-level evaluation methodologies.
• Establish the pay plan, occupational series, official title, grade, or pay band.
• Prepare evaluation statements and supporting documents for audits or administrative appeals.
• Provide technical guidance to HR specialists, supervisors, and management.
• Assist in job analysis and the development or selection of staffing assessment questions.
• Review vacancy announcements for classification accuracy, legal sufficiency, and consistency.
• Support organizational restructuring and advise leadership on classification impacts and position hierarchy.
• Maintain classification records, ensure version control, and conduct periodic reviews of position descriptions.
• Ensure adherence to Federal laws, regulations, OPM standards, agency procedures, and internal controls.
• Protect Personally Identifiable Information and sensitive personnel data.
• Occasionally travel or modify schedules based on client and contract requirements.
• A minimum of 10 years of Federal Human Resources experience specifically in position classification work.
• Proven experience in Federal classification for engineering positions.
• Expertise in applying Federal position classification standards and principles.
• Experience in developing, reviewing, and evaluating position descriptions.
• Background in performing job analyses, factor-level evaluations, and classification determinations.
• Experience with desk audits and preparing classification evaluation statements or equivalent supporting documentation.
• Demonstrated ability to provide classification guidance to HR professionals, supervisors, and management.
• Strong understanding of Federal HR laws, regulations, policies, and procedural requirements.
• Ability to make independent judgments in complex classification scenarios.
• Excellent written analytical and technical documentation abilities.
• Capacity to manage sensitive personnel information and PII appropriately.
• Must successfully complete Government-required suitability, background investigations, credentialing, and system-access prerequisites.
• Must be legally authorized to work in the United States and meet applicable Government access standards.
• Preferred: Previous experience with FHWA, USDOT, or other Federal civilian agency HR roles.
• Preferred: Experience in classifying engineering and scientific roles across various occupational series and grade levels.
• Preferred: Involvement in supporting organizational restructuring or design initiatives.
• Preferred: Experience with classification appeals, desk audits, accretion-of-duties issues, mixed-series positions, and supervisory classification.
• Preferred: Familiarity with Federal staffing processes and job analysis.
• Preferred: Knowledge of Federal HR systems such as USA Staffing, FPPS, WTTS, eOPF, NFC, Monster Government Solutions, or similar platforms.
• Preferred: Certifications such as SHRM-CP/SCP, HRCI certification, OPM Delegated Examining Certification, or other relevant Federal HR credentials.
