Homeless Services, Coordinated Entry System Training and Instructional Design Specialist

This is a fully remote position, open to applicants in California.

📋 Description

• Create and implement instructor-led, virtual, online, and blended learning experiences utilizing adult-learning principles and best practices in instructional design.

• Partner with subject-matter experts, program leaders, CES users, and participating providers to assess training and performance support needs.

• Stay informed about CES policies, procedures, assessment practices, referral workflows, implementation requirements, and HUD guidance.

• Evaluate learner knowledge and performance gaps to identify target audiences and necessary competencies.

• Set instructional goals and formulate measurable learning objectives.

• Select instructional methods, delivery formats, practice activities, resources, and assessment strategies.

• Develop curricula, course outlines, lesson plans, facilitator guides, participant workbooks, presentations, job aids, FAQs, website tips, and other instructional resources.

• Simplify complex policy, procedural, and technical information into easily understandable instructional content.

• Design instructional graphics, course layouts, user interfaces, storyboards, and finalized learning products.

• Review training materials for accuracy, policy compliance, accessibility, consistency, and usability.

• Provide foundational and specialized CES training both in-person and via live webinars.

• Utilize demonstrations, exercises, case scenarios, role plays, guided practice, and group discussions in training sessions.

• Organize training sessions and workshops, and communicate details regarding registration, prerequisites, logistics, materials, and follow-up resources.

• Oversee room setup, technology, attendance tracking, instructional materials, and webinar administration.

• Assist in the setup of learning-management-system courses, enrollment, content maintenance, participant access, completion tracking, and reporting.

• Travel across the CoC geography as required to deliver training and assist CES partners.

• Create assessments, knowledge checks, quizzes, skills demonstrations, practice exercises, and course evaluations.

• Analyze assessment outcomes, feedback, attendance, and technical-assistance requests to enhance instruction.

• Conduct root cause analyses and suggest solutions to CES Management Entity leadership.

• Address training-related issues and escalate policy or procedural concerns to cross-functional partners.

• Discover innovative and cost-effective strategies for developing and delivering training on a large scale.

⛳️ Requirements

• Bachelor’s degree in instructional design, education, adult learning, training and development, human services, public administration, communications, social work, or a related field; a combination of relevant education and professional experience may also be considered.

• At least two years of directly related experience with Continuum of Care programs and HUD Coordinated Entry programs.

• Proven experience in preparing and delivering instructor-led, virtual, or online training for professional audiences.

• Experience in developing curricula, lesson plans, presentations, eLearning content, tutorials, job aids, or other instructional materials.

• Familiarity with adult-learning principles, instructional-design practices, facilitation techniques, and learner assessment methodologies.

• Exceptional public-speaking, presentation, facilitation, writing, interpersonal, organizational, and project-management abilities.

• Capacity to explain technical and policy concepts to learners with diverse roles, experience levels, and technical skills.

• Strong attention to detail and ability to maintain precise project, course, and version-control documentation.

• Ability to work both independently and collaboratively within a multidisciplinary environment.

• Willingness to travel throughout the CoC geography as necessary.

• Understanding of HUD Coordinated Entry requirements and associated HUD guidance.

• Capability to prioritize and manage multiple tasks while adhering to strict deadlines.

• Ability to collaborate with subject-matter experts to translate complex information into clear and effective learning content.

• Proficiency in providing responsive and professional user support through various communication channels.
