This is a fully remote position, open to applicants in United Kingdom.
• Serve as the senior HR partner for international programme leadership on workforce, employee relations, leadership, and organizational capability issues.
• Assist programme leaders with employment and contracting arrangements tailored to programme duration, funding conditions, and operational requirements.
• Offer senior HR counsel in intricate, resource-limited environments.
• Oversee workforce planning and contracting strategies across diverse operational contexts.
• Provide guidance on complex personnel, safeguarding, and duty of care issues, facilitating timely and appropriate resolutions.
• Maintain oversight of critical personnel and safeguarding matters, ensuring proper escalation procedures are followed.
• Relay significant personnel and safeguarding considerations to Executive and Board stakeholders.
• Interpret and implement global HR policies in various local and legal frameworks.
• Assist in fulfilling legal, safeguarding, and people-management responsibilities across multiple jurisdictions.
• Support HR assurance reviews concerning workforce practices, employee relations, safeguarding, duty of care, and people management.
• Evaluate workforce risks, control effectiveness, compliance, emerging risks, and opportunities for improvement.
• Facilitate corrective actions following assurance reviews.
• Enhance people-management capabilities through coaching, mentoring, training, performance, development, and succession support.
• Manage and nurture the Regional HR network.
• Ensure HALO values and standards are reflected in personnel decisions and leadership behaviors.
• Function as the main liaison between programme teams and HR Operations.
• Collaborate with the Head of HR Operations on common standards, escalation protocols, and case management.
• Uphold HALO’s values, mission, policies, code of conduct, and safeguarding standards.
• Willingness to travel occasionally to global programmes.
• Extensive leadership experience, particularly in international, multi-jurisdictional, or complex operational settings.
• Proven track record of effectively managing remote teams across various countries or regions.
• Experience in providing senior-level advice to non-HR leadership and functioning autonomously in ambiguous or rapidly changing situations.
• Ability to appropriately calibrate HR responses, distinguishing between complex, high-risk cases and those that can be resolved in a pragmatic and proportionate manner.
• Profound expertise in employee relations, safeguarding, and managing intricate people issues in international settings.
• Strong knowledge of UK employment law and regulations across multiple jurisdictions.
• Advanced professional judgment in ambiguous, high-risk circumstances.
• Capability to translate complex risks into clear, decision-oriented advice.
• Strong understanding of implementing a safeguarding assurance framework.
• High credibility and gravitas with senior operational leaders.
• Ability to influence without authority; confident in challenging situations.
• Composed, measured, and values-driven under pressure.
• Strong ethical judgment and organizational awareness.
• Capacity to develop and lead HR teams across various jurisdictions.
• Experience in a not-for-profit or global matrix organization is desirable.
• Knowledge of international employment law is a plus.
