This is a fully remote position, open to applicants in United States.
• Oversee regular execution tracking for all active grant awards, ensuring reconciliation of award inventory and amendments with grant-portal records as well as Delphi obligations and disbursements.
• Address issues related to missing or duplicate award mappings and ensure award identifiers are consistently reconciled across systems.
• Analyze drawdowns in relation to plans and remaining balances, and highlight any unusual drawdowns, inactivity, inconsistencies in balances, approaching end dates, and missing support for Lead review.
• Assist in risk-based selection for comprehensive compliance reviews by compiling the selection record and the necessary evidence for each chosen award or transaction.
• Review award terms and supporting documentation to verify allowability, authorized purpose and duration, allocation support, and to prevent duplicate reimbursement according to 2 CFR Part 200, under the guidance of the Grant Financial Compliance Lead.
• Forward unresolved issues to the appropriate Government official, detailing the financial implications and suggesting an action plan.
• Revise outlay plans in response to changes in payment timing, utilizing unexplained balances and absent final support to prioritize closeout actions.
• Maintain checklists for award-level closeouts, incorporating final financial data, outstanding obligations, unresolved transactions, and necessary support.
• Facilitate budget execution during grant obligation periods, including obligation and amendment activities along with early identification of funding risks.
• Provide reconciled award data and flag definitions to the Grant Outlay dashboard, ensuring its accuracy before publication.
• Report to the Grant Financial Compliance Lead, with program oversight from the Senior Contractor Program Manager / CFO Strategic Advisor.
• Bachelor’s degree in accounting, finance, public administration, or a related discipline.
• A minimum of four years of experience in federal financial management, particularly involving grant or cooperative agreement financial data.
• Proficient understanding of 2 CFR Part 200 (Uniform Guidance), including cost principles, allowability, and closeout stipulations.
• Experience in reconciling award or program financial transactions to a general ledger and resolving discrepancies.
• Ability to manage high volumes of work: tracking numerous awards while maintaining attention to individual records for each exception.
• Capability to obtain and retain a Public Trust determination.
• Familiarity with Department of Transportation discretionary grant programs, or with federal infrastructure grant portfolios.
• Practical experience with Oracle Federal Financials, especially DOT’s Delphi, and federal grant payment or management portals.
• Background in monitoring drawdowns and outlays, along with assisting in grant closeout processes.
• Experience in supporting risk-based grant monitoring or improper payment assessments.
• CGFM, CPA, CDFM, or Certified Grants Management Specialist (CGMS) certification is preferred.
• Government-provided laptop, VPN, and system access included.
