GIS Subject Matter Expert

This is a fully remote position, open to applicants in District of Columbia, +2 more states.

📋 Description

• Oversee the gathering of requirements, analysis, and the definition of business processes for transitioning applications to modern web-based platforms hosted on AWS cloud.

• Serve as a liaison between meteorologists, operational users, and technical development teams.

• Evaluate existing applications, documenting their functionality, workflows, and user requirements.

• Conduct requirements sessions with meteorologists, forecasters, and relevant stakeholders.

• Create functional requirements, user stories, and acceptance criteria.

• Design process flows, use cases, and user journey maps tailored for meteorological workflows.

• Assess the operational impacts of migrating desktop applications to web-based platforms.

• Identify opportunities for process enhancements and improved functionality.

• Work closely with UX/UI designers to develop user-friendly interfaces suitable for operations.

• Convert business requirements into technical specifications for the technical teams.

• Validate solutions through rigorous testing and user acceptance processes.

• Produce training materials and documentation for end-users.

• Maintain requirements traceability matrices and documentation artifacts.

• Facilitate the prioritization of features and requirements among stakeholders.

• Document integration requirements involving application components and external systems.

• Assist in change management initiatives for the shift to web-based applications.

⛳️ Requirements

• A Bachelor's degree in Business, Information Technology, Meteorology, or a related discipline.

• A minimum of 5 years of experience as a business analyst focused on software applications.

• Proficient skills in requirements gathering and documentation.

• Experience with business process modeling and workflow analysis techniques.

• Familiarity with requirements management tools and methodologies.

• Exceptional communication and stakeholder management abilities.

• Background in collaborating with technical teams on software development projects.

• Understanding of Agile development methodologies.

• Strong analytical and problem-solving capabilities.

• Experience utilizing Generative AI development tools.

• Knowledge of best practices in GenAI prompting and evaluating generated content.

• Must possess US work authorization that does not require visa sponsorship now or in the future.

• Must have a Public Trust clearance level as indicated.
