GIS Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Develop and sustain the database-first GIS backbone for the NEXRAD network comprising over 150 sites.

• Create site-specific analysis layers, mapping products, and dashboard content derived from a unified authoritative data structure.

• Design and maintain GIS dashboards utilizing Esri software or open-source alternatives.

• Visualize incumbent data, conflict indicators, analysis extents of 300 km, site viability status, and obstruction environments.

• Integrate and standardize data from USGS 3DEP terrain, FAA facilities, obstruction data, FCC licensing, imagery, building/clutter, and parcel datasets.

• Generate georeferenced obstruction inventories and support layers for line-of-sight and beam blockage from NEXRAD locations.

• Implement appropriate data quality tiers such as survey-controlled, field-verified, or desktop regional.

• Establish and apply horizontal and vertical datums, coordinate systems, geoid models, and metadata standards.

• Ingest georeferenced photography, field notes, and survey geometry into the GIS dashboard.

• Maintain updated site records as surveys, frequency measurements, and alternate-siting outcomes are completed.

• Create standardized, template-driven map and report exports for baseline and site-specific reuse viability reports.

• Manage spectrum and site geospatial data in compliance with CUI requirements.

• Provide support for a Radar Site and Spectrum Relocation Analysis Support program for a federal client managing a nationwide NEXRAD weather radar network.

⛳️ Requirements

• Must be a US Citizen.

• Bachelor's degree in Geography, GIS, Geospatial Science, Earth/Environmental Science, or a related field; relevant experience may be accepted in lieu of a degree.

• A minimum of 3 years of practical GIS experience, encompassing data integration, spatial analysis, and cartographic production.

• Proficiency in Esri ArcGIS Pro and ArcGIS Online/Enterprise, as well as open-source GIS tools like QGIS and PostGIS.

• Experience in building and managing spatial databases.

• Proven track record in generating repeatable, template-driven maps and report products.

• Familiarity with coordinate systems, datums, geoid models, and geospatial metadata standards.

• Exceptional attention to detail.

• Ability to document data sources, methodologies, accuracy, and confidence classifications.

• Knowledge of Controlled Unclassified Information (CUI) handling requirements.

• Willingness to travel occasionally, as needed.

• Experience with Esri ArcGIS and open-source GIS dashboards, web applications, Experience Builder applications, and QGIS.

• Familiar with FAA, FCC, USGS 3DEP, or other authoritative federal geospatial datasets.

• Previous experience supporting a federal agency with mission-critical infrastructure or geospatial programs.

• Understanding of Section 508 accessibility considerations for maps and geospatial products.

• Familiarity with radar systems, telecommunications, or spectrum management concepts.

• Knowledge of terrain-informed line-of-sight, viewshed, or radar beam-blockage analysis.
