Geographic Information Systems Specialist

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Execute GIS program activities utilizing GIS hardware and software to generate maps, spatial databases, and thematic data such as road centerlines, cadastre, wetlands, and historic sites.

• Develop, modify, rectify, convert, and disseminate base maps and thematic data.

• Digitize and sustain spatial databases containing information pertaining to Maryland.

• Document processes, validate data for precision and completeness, complete approved metadata forms, and produce maps reflecting the resultant information.

• Assist in managing geospatial data for address assignment and the upkeep of district boundaries, which includes street centerlines, address ranges, precincts, and census blocks.

• Import, convert, and align GIS data from various external sources.

• Map imported spatial files to the street file utilized by the production system.

• Aid in the geocoding of address records and resolve unmatched or ambiguous addresses.

• Assess data and information from external sources for quality and suitability for production purposes.

• Provide geographic coordinates and compute distances and areas of features.

• Interpret legal descriptions and certify alterations in boundary lines.

• Serve as an internal consultant to business users during their engagement with, development of, and quality evaluation of spatial databases.

⛳️ Requirements

• Bachelor's degree in Geography, GIS Technology, Cartography, Computer Science, or a related discipline.

• A minimum of nine credit hours in coursework specifically focused on GIS operation or management.

• Two years of professional experience in GIS, cartography, Computer Aided Design and Drafting, or a related field.

• Practical experience in producing and correcting base maps, thematic data, and spatial databases.

• Proficiency in validating spatial data for accuracy and completeness, along with completing formal metadata documentation.

• Knowledge of address data, street centerline files, and boundary datasets.

• Must have authorization to work in the United States.

• All work must be conducted from within the continental United States.

• Must successfully pass a criminal history background check prior to commencement, with annual renewals for the duration of the engagement.

• Availability during Eastern Time business hours is required.

• GIS Professional (GISP) certification is preferred.

• Direct experience in supporting redistricting or reapportionment, including the construction of precinct and district boundaries and precinct split logic, is preferred.

• Experience with census geography, TIGER files, and census block level data is preferred.

• Experience in interpreting legal descriptions and certifying changes in boundary lines is preferred.

• Familiarity with spatial ETL tooling, such as FME Desktop or FME Server, is preferred.

• Previous experience delivering GIS work on a state or local government program is preferred.

• Residency in Maryland for three years or more is preferred.
