Geographic Information Systems Analyst

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Develop programs and create user interfaces, menus, and macro-level commands to fulfill user needs.

• Conduct spatial analyses and generate reports according to customer specifications.

• Aid in the development of geographic information systems that link parcel maps or orthophotos with environmental, historic, transportation, and health data.

• Execute GIS program activities utilizing GIS hardware and software to generate maps, spatial databases, and thematic data.

• Assist in the management of geospatial data related to address assignments and district boundary maintenance, including street centerlines, address ranges, precincts, and census blocks.

• Import, convert, and reconcile GIS data from various external sources.

• Map imported spatial files to the production system street file.

• Support the geocoding of address records and address any unmatched or ambiguous addresses.

• Create, modify, correct, convert, and distribute base maps and thematic data.

• Digitize and maintain Maryland spatial databases.

• Document processes, verify data accuracy and completeness, and fill out approved metadata forms.

• Assess external information and data for quality and suitability for production use.

• Provide geographic coordinates and compute distances and areas of features.

• Interpret legal descriptions and certify modifications in boundary lines.

• Serve as an internal consultant to business users during the use, development, and quality assessment of spatial databases.

⛳️ Requirements

• A Bachelor's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field.

• A minimum of nine credit hours in coursework specifically related to GIS operation or management.

• At least two years of professional experience in GIS, cartography, Computer Aided Design and Drafting, or a related field.

• Programming skills sufficient to automate geoprocessing and create user-facing tools, such as Python, ArcPy, SQL, or JavaScript.

• Experience in producing spatial analyses and reports tailored to customer specifications.

• Familiarity with address data, street centerline files, and geocoding workflows.

• Must be authorized to work in the United States.

• All work must be conducted from within the continental United States.

• Must successfully pass a criminal history background check before starting, renewed annually for the duration of the engagement.

• Candidates should be available during Eastern Time business hours.

• Preferred: A Master's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field.

• Preferred: GIS Professional (GISP) certification.

• Preferred: Direct experience in supporting redistricting or reapportionment, including the construction of precinct and district boundaries and precinct split logic.

• Preferred: Familiarity with census geography, TIGER files, and census block level data.

• Preferred: Experience with spatial ETL tools, such as FME Desktop or FME Server.

• Preferred: Prior experience delivering GIS work for a state or local government program.

• Preferred: Maryland residency for three years or more.
